服务型政府建设背景下中央政府经济职能改革

【摘要】：中央政府是我国最高国家权力机关的执行机关,是最高国家行政机关,依据宪法和法律制定行政法规、发布决定和命令。十一届三中全会的的工作着重在经济建设方面,比其他职能占有更为重要的位置。目前,中央政府经济职能的发挥存在如宏观经济调控不科学、微观经济干预过度、公共产品和公共服务不能满足社会需求等问题,这些都影响着我国经济的发展。处在全面深化改革的背景之下,政府如何能够高效的引导经济体制的改革面临着考验:一是政府如何制定政策促进经济的发展;二是如何处理工业进化过程中遇到的问题以及对后续发展的保障;三是政府如何提高自身的管理水平以适应时代的需求;四是如何满足民众对公共服务的需求。所以,建立全新的服务型政府势在必行。作为全面深化改革动力的真正控制者和来源,中央政府必须进行改革以适应这种要求。中央政府经济职能如何发挥,对我国经济的发展有着重要的影响,对社会主义现代化事业的发展也有巨大的促进作用,同时也关系着党同人民群众之间的联系,关系到国家政权的稳定。本文的内容由五部分组成:第一章介绍了论文的研究背景和意义,总结了国内和国外学者对服务型政府的理论来源、内涵和构建路径的不同观点。第二章主要阐释了论文写作过程中出现的相关概念和基础性内容,通过对服务型政府相关内容的论述,为论文的研究奠定理论基础。第三章主要是分析政府的经济职能,并梳理出西方经济职能理论的发展过程以及我国政府经济职能如何进行转变。第四章通过对美国、法国、德国和日本四个有代表性的西方国家市场经济模式的分析,从中借鉴其在处理政府与市场关系、建立和完善经济体制的经验,为我所用。第五章结合我国积极建设服务型政府的背景,准确定位中央政府的经济职能,以便更好的发展我国经济,并对如何完善政府的经济职能提出自己的建议。
[Abstract]:The central government is the executive organ of the highest organ of state power in China and the highest administrative organ of the state. In accordance with the Constitution and laws, the central government formulates administrative regulations, issues decisions and orders. The work of the third Plenary session of the Eleventh Central Committee focuses on economic construction. At present, the economic functions of the central government have problems such as unscientific macroeconomic regulation and control, excessive microeconomic intervention, and the inability of public goods and services to meet the needs of society. Under the background of deepening the reform in an all-round way, how can the government guide the reform of the economic system efficiently is facing the test: first, how the government formulates the policy to promote the economic development; The second is how to deal with the problems encountered in the process of industrial evolution and the guarantee for subsequent development; the third, how the government improves its own management level to meet the needs of the times; and fourth, how to meet the public demand for public services. So, It is imperative to establish a new service-oriented government. As the real controller and source of the drive to deepen the reform in an all-round way, the central government must carry out reforms to meet this demand. It has an important impact on the economic development of our country, has a great role in promoting the development of the cause of socialist modernization, and is also related to the relationship between the Party and the masses of the people. The content of this paper is composed of five parts: the first chapter introduces the research background and significance of the thesis, summarizes the theoretical sources of the domestic and foreign scholars to the service-oriented government. The second chapter mainly explains the related concepts and basic contents in the process of writing, through the discussion of the relevant content of service-oriented government. The third chapter is to analyze the economic function of the government, and to sort out the development process of the western economic function theory and how to change the economic function of our government. Chapter 4th through the United States, France, From the analysis of the market economy models of the four representative western countries, Germany and Japan have learned from their experience in dealing with the relationship between the government and the market and in establishing and perfecting the economic system. Chapter 5th, combined with the background of active construction of service-oriented government in our country, accurately orientates the economic function of the central government in order to better develop our economy, and puts forward some suggestions on how to perfect the economic function of the government.
