M事业单位改制的人力资源激励机制优化研究

【摘要】:随着社会主义市场经济的改革推进,许多事业单位面临全面转型。为了能成功应对市场压力和挑战,改制后的事业单位在价值观和管理理念需要探索。改革的核心在于对人的管理,因此,建立一套与改制后事业单位相配套的人力资源管理体系越来越重要。激励实践是人力资源管理的重要内容,有效的激励机制对于员工转变观念、凝聚力量推进改革具有重要作用。本文以实际的事业单位背景为例,探索改制后的事业单位人力资源激励体系如何构建,同时提出优化建议,从而为面临改制或已经改制的事业单位管理提供经验借鉴。研究方法上,本文理论和案例研究相结合,以M研究院为例,对事业单位改制后的人力资源激励体系进行了优化设计。首先,本文介绍了论文写作的背景、目的和意义,并阐述了中外对人力资源管理相关理论的研究观点和成果;其次,在简要介绍人力资源相关理论的基础上,阐述了我国事业单位改制的背景、存在的问题以及变革形式。最后,为更好的展开研究,本文以M研究院为例,详细介绍了M研究院的背景、职能、改制原因及改制情况,采用问卷调查的方式根据调查结果总结出改制后激励体系面临的诸如激励方式失衡、平均主义、官僚主义等主要问题,并从薪酬激励、绩效考核、职业竞争、人才选拨等方面对问题原因进行剖析,在此基础上提出了M研究院改制后激励机制的设计思路及优化实施建议。
[Abstract]:As the reform of the socialist market economy advances, many institutions are facing a comprehensive transformation. In order to successfully cope with market pressures and challenges, The reform of institutions needs to be explored in terms of values and management concepts. The core of the reform lies in the management of people. It is more and more important to set up a set of human resource management system matching with the institution after the reform. Incentive practice is an important part of human resource management. This paper, taking the background of the actual institution as an example, explores how to construct the human resource incentive system of the reformed institution, and puts forward some suggestions for optimization. So as to provide experience for the management of institutions that are facing or have been reformed. In terms of research methods, this paper combines the theory with the case study, taking M Research Institute as an example. This paper introduces the background, purpose and significance of the thesis writing, and expounds the research viewpoints and achievements of the related theories of human resource management at home and abroad. On the basis of brief introduction of human resources related theories, the background, existing problems and reform forms of institution reform in China are expounded. Finally, in order to carry out better research, this paper takes M Research Institute as an example. This paper introduces the background, function, reason and situation of M research institute in detail. According to the survey results, the paper summarizes the incentive system after the reform, such as the imbalance of incentive mode, egalitarianism, etc. The main problems such as bureaucracy and so on are analyzed from the aspects of salary incentive, performance appraisal, professional competition, talent selection and so on. On this basis, the author puts forward the design idea of incentive mechanism after the reform of M Research Institute and the suggestions for optimizing the implementation.
