【摘要】：社会治理是由组织承担的,事实上,近代以来的几乎所有社会生活都是通过组织开展的,社会的组织化意味着组织的特征也就是社会存在和运行的状况。工业社会的组织基本上是封闭性的组织,信息的垄断则是组织封闭性的根本原因。现在,人类正处在全球化、后工业化进程中,社会的高度复杂性和高度不确定性决定了组织的信息垄断不仅不再可能,而且也是非常有害的。一方面,社会的高度复杂性和高度不确定性要求组织必须具有开放性,其中,打破信息垄断是必要的一步。另一方面,在全球化、后工业化进程中,一直在工业社会中占据支配地位的官僚制组织正在为一种新型的组织——合作制组织——所取代,合作制组织将打破任何形式的信息垄断,成为一种具有充分开放性的组织形式。
