中国网络政治沟通机制研究

【摘要】：互联网改变了世界,改变了人们的思维模式,影响着人们生活的方方面面,成为人们日常生活沟通不可缺少的工具。随着网民参与政治的情绪高涨,网络成为了公民表达利益诉求和政府官员了解民情的重要途径。网络政治沟通作为网络政治的重要环节,对中国政治发展进程、中国政治文化转型、中国公民政治社会化过程、中国国家与社会关系的合理化、中国政治体制改革等都会起到促进作用。但是,现今的网络政治沟通发展机制,也存在一些问题。如网络政治沟通机制不健全、网络政治沟通结构存在缺陷、网络政治沟通渠道不完善以及效果不明显等。其主要原因是由于中国政治沟通制度和政策的不完善、经济扶持力度较弱、缺乏网络政治沟通文化的培育、网络环境治理力度不够以及缺乏系统的教育理论支持等。因此,需要政府从多角度、全方位进行治理与创新,进而形成完整的网络政治沟通机制。与此同时,还需完善互联网政策及法规、构建严谨有序的网络文化环境、建立和完善网络民主参与机制;创新网络政治沟通"协同"机制;强化网络监督机制;拓展网络政治沟通机制;重视和加强网络政治民意的考察等等,逐步完善中国网络政治沟通机制,探索创新中国网络政治沟通机制途径。
[Abstract]:The Internet has changed the world, changed the way people think, affected all aspects of their lives, and become an indispensable tool for communication in their daily lives. The Internet has become an important way for citizens to express their interests and government officials to understand the people's feelings. As an important link of network politics, network political communication is of great importance to the process of Chinese political development, the transformation of Chinese political culture, and the process of political socialization of Chinese citizens. The rationalization of China's state and social relations and the reform of China's political system will all play a role in promoting it. However, there are also some problems in the development mechanism of network political communication, such as the imperfection of the network political communication mechanism. The network political communication structure has defects, the network political communication channel is not perfect and the effect is not obvious. The main reason is that the Chinese political communication system and policy are not perfect, and the economic support is weak. Lack of cultivation of network political communication culture, lack of network environment governance and lack of systematic educational theory support, etc. Therefore, the government needs to carry out governance and innovation from various angles. At the same time, it is necessary to perfect the Internet policies and regulations, construct a rigorous and orderly network cultural environment, establish and perfect the network democratic participation mechanism, and innovate the "cooperative" mechanism of network political communication. Strengthen the network supervision mechanism; expand the network political communication mechanism; attach importance to and strengthen the network political public opinion inspection and so on, gradually perfect the Chinese network political communication mechanism, explore and innovate the Chinese network political communication mechanism way.
