南京市渣土整治协同管理的研究

【摘要】：随着我国经济的快速发展,城市化进程也越来越快,城市扩容、城市建设总体量很大。在城市工程建设中,工程渣土作为楼宇建设的基础阶段,不可避免地和城市建设产生重要联系。渣土管理是城市管理的一个部分,也是市民反应比较强烈的一部分。工程渣土是建筑垃圾的一种。市民对渣土运输之所以有很大的抱怨,主要与渣土车违规运输、噪音扰民、不遵守交通导致事故等原因有关。执法部门的责权不清、协同执法脱节,甚至与形同虚设,难以做到信息共享,给渣土管理带来了很大的难度。虽然在市、区、街道这三级网络中,管理者想编制一张管理严密的网,不过从现实效果来看并不理想。没有一个高层级的协调机构和职责分明,协同管理不能真正被实现。本文主要针对如何管理好南京市渣土运输的问题进行了一系列的讨论,运用调查统计、实证分析等方法对我市渣土运输现状进行了阐述和对比。如何从根本上解决南京市渣土运输管理中的顽疾,从根本上改变我市渣土运输的状况,并达到自我管理、自我净化的良好秩序,是本文讨论的重点。管理好南京市的渣土运输,不仅对我市市民的生活环境、交通秩序等有重要意义,也有利于渣土运输市场自身的良性发展,并且对我市城市管理有着积极的借鉴和促进作用。
[Abstract]:With the rapid development of our country's economy, the process of urbanization is also getting faster and faster. The urban expansion and the overall quantity of urban construction are very large. In urban engineering construction, engineering residue is the basic stage of building construction. Inevitably, there is an important connection with urban construction. Residue management is a part of urban management and a relatively strong part of the public response. Engineering residue is a kind of construction refuse. Mainly related to illegal transportation of residue vehicles, noise disturbance to people, failure to comply with traffic accidents and other causes. The responsibilities of the law enforcement departments are unclear, the coordination of law enforcement is out of touch, and even in vain, it is difficult to share information. It has brought great difficulty to the management of residual soil. Although in the three-level network of city, district and street, the administrator wants to compile a well-managed network, the practical effect is not satisfactory. There is no high-level coordinating body and clear responsibilities. Cooperative management can not be realized. This paper mainly discusses how to manage the transportation of residue in Nanjing, and makes use of investigation and statistics. This paper expounds and compares the present situation of residue transportation in Nanjing by means of empirical analysis and other methods. How to fundamentally solve the problem of residue transportation management in Nanjing, fundamentally change the situation of residue transportation in Nanjing, and achieve self-management, The good order of self-purification is the key point of this paper. Managing the residue transportation in Nanjing is not only of great significance to the living environment and traffic order of the citizens of our city, but also conducive to the benign development of the residue transportation market itself. And has the positive reference and the promotion function to our city city management.
