【摘要】:发展电子政务可以提高政府公共服务水平,加快实现政府治理现代化。但经过长期发展,电子政务面临重复建设、资源分散闲置、信息资源垄断和存在安全隐患等诸多问题。而利用云计算技术搭建电子政务平台,提供存储空间、软件服务等应用资源,可以提高设备和环境的利用率、降低信息化应用成本、促进信息资源共享和保证系统安全。基于云计算的电子政务是一种新技术推动的变革,理论体系不完善、技术复杂和实施推动难度大,因此,研究基于云计算的省级电子政务采纳的关键影响因素及系统模型是当前面临基础、复杂和紧迫的重要问题。本文运用扎根理论方法,分析基于云计算的省级电子政务采纳关键影响因素基础上,构建采纳关键影响因素理论模型,开发测量量表,并通过实证分析了各因素对采纳的影响机制,修正了理论模型,形成最终的采纳关键影响因素模型。依据采纳关键影响因素模型,及对技术、组织和实施多维度的系统研究,提出了基于云计算的省级电子政务系统模型与推进模式,探讨解决这些基于云计算的省级电子政务发展过程中存在的基础性、复杂性问题,对推动基于云计算的省级电子政务的建设和发展具有重要理论和实践意义。在国内外相应研究成果基础上,系统地归纳了影响云计算采纳、电子政务采纳及基于云计算的电子政务采纳的关键因素;梳理和论述了本研究相关的理论基础,包括扎根理论和采纳理论;并对云计算、电子政务、基于云计算的电子政务的内涵进行了界定,为后续研究奠定基础。基于扎根理论方法,通过访谈和编码,构建了基于云计算的省级电子政务采纳关键影响因素理论模型,包括5个维度和13个关键影响因素,并对模型进行了范畴提炼与阐述,明确变量之间的因果关系,提出了变量之间的23个假设命题,为后续量表开发和实证研究奠定基础。基于采纳关键影响因素理论模型,结合已有的研究成果,开发关键影响因素的测量量表,并利用调查问卷通过不同的渠道获得了问卷小样本数据,通过对小样本数据的信度分析与探索性因子分析对调查问卷量表进行了校正。对已获得的调查问卷样本数据进行了实证分析。基于描述性统计分析、验证性因子分析、相关分析、回归分析,对云信任、云供应商资质、技术因素、组织因素、环境因素5个维度假设命题进行了验证,分析了基于云计算的省级电子政务采纳关键影响因素及其影响机制,修正了理论模型,形成最终的采纳关键影响因素模型。基于采纳关键影响因素模型,从技术、组织和实施多角度进行系统研究,提出了基于云计算的省级电子政务系统模型及推进模式。具体而言,从Iaa S、Paa S、Saa S、安全保障及标准规范等层面进行了技术架构设计,从组织模式及实施模式两方面进行了推进模式设计,增强了组织对基于云计算的省级电子政务的信任,提高了采纳意愿,并在省市进行了相关实践,为采纳及实施基于云计算的省级电子政务提供了参考。
[Abstract]:The development of e-government can improve the level of public services, accelerate the modernization of governance. But after a long period of development, facing the repeated construction of e-government information resources, resources idle, monopoly and the existence of security risks and other problems. The computing technology to build e-government platform based on cloud, provide storage space, software services and other application resources, can improve the use of equipment and environment, application of information technology to reduce costs, promote the sharing of information resources and ensure the safety of the system. The E-government Based on cloud computing is a new technology to promote reform, imperfect system theory, complex technology and implementation difficulty, therefore, Research on key influencing factors of the provincial E-government adoption of cloud computing. And the system model is one of the important issues facing the foundation, complex and urgent. This paper uses grounded theory analysis method, based on Cloud Computing Provincial key influencing factors based on the adoption of e-government construction, adopt theoretical model of key factors, development scale, and analyzed the influence of various factors on the mechanism adopted by empirical correction theory model, form model. The key factors affect the adoption of the final model according to the key factor in the adoption and impact of Technology, system research the organization and implementation of multi dimension, is proposed based on the provincial E-government system based on cloud computing model and promote discussion based, the cloud based provincial E-government development process complexity, to promote the construction and development of the provincial E-government Based on cloud computing has important theoretical and practical significance. The domestic and foreign relevant research results, systematically summarizes the influence of Cloud Computing Adoption, adoption of e-government and e-government adoption of cloud computing based on the. Key factors; combs and discusses the theoretical basis of this study related, including the adoption of grounded theory and theory; and the cloud computing, the connotation of e-government, e-government based on cloud computing is defined, which lays the foundation for further research. Based on the grounded theory method, through interview and encoding, construction of the provincial E-government cloud the calculation model adopt the theory of key influencing factors based on factors including 5 dimensions and 13 key factors, and the model of the category of refined and elaborated, clear causal relationship between variables, put forward 23 hypotheses between variables, which lays the foundation for further scale development and empirical research.
