王凤楼镇服务型政府建设问题研究

【摘要】：自改革开放以来,我国的经济与民主政治在不停地开拓创新,伴随着其高速的发展,传统的管制型政府被人们发觉已经很难适应当代社会主义现代化的发展需求了。为了顺应时代发展要求,我国政府在吸收借鉴西方国家成功的经验的同时,在新公共服务的理论指导下,根据现实情况,提出了服务型政府建设。我国以建设乡镇服务型政府最为我国建设服务型政府的最基本单元,对其的建设有着极其重要的地位。所以说,对于乡镇服务型政府建设的研究十分重要,有着极其深远的理论与现实意义。近年来,王凤楼镇政府积极致力于服务型政府建设,在上级政府的领导和自身的努力下取得了可喜的成绩,但是不可忽视其中的诸多限制因素,在对于服务型政府的建立过程当中,依然有着许许多多的问题,政府的工作任重而道远。本文主要通过文献分析法、访谈法、问卷法、归纳和演绎研究法,针对王凤楼镇服务型政府建设过程中存在的问题进行仔细的研究,同时对其问题进行归纳总结,提出对应的解决意见,希望能够在我国对于服务型政府的建设过程当中,起到一定的辅助效果。论文共分为五个部分。第一部分,对论文的绪论进行简要叙述,交代研究目的、研究背景以及研究意义,对论文写作思路进行归纳整理,对国内外现有研究状况进行总结;第二部分,具体分析服务型政府与新公共服务具体含义;第三部分,深入了解王凤楼镇服务型政府的现实状况,指出其中存在的问题;第四部分,通过对于新公共服务理论的研究讨论,综合分析其深层次的原因;第五部分,通过对于研究结果的总结,针对王凤楼镇服务型政府建设,提出相应的解决对策。
[Abstract]:Since the reform and opening up, China's economy and democratic politics have been constantly developing and innovating, accompanied by its rapid development. The traditional regulatory government has been found to be difficult to adapt to the development needs of contemporary socialist modernization. In order to meet the requirements of the development of the times, while absorbing the successful experiences of western countries, the Chinese government has learned from the successful experiences of the western countries. Under the guidance of the new public service theory and according to the actual situation, this paper puts forward the construction of service-oriented government, which is the most basic unit of building service-oriented government in China. Therefore, the research on the construction of service-oriented government in villages and towns is very important and has profound theoretical and practical significance. In recent years, the town government of Wang Fenglou has been actively committed to the construction of service-oriented government. Thanks to the leadership of higher levels of government and their own efforts, gratifying achievements have been made, but many of the constraints should not be ignored. In the process of establishing a service-oriented government, there are still many problems. The work of the government has a long way to go. This paper, through literature analysis, interview, questionnaire, induction and deductive research, makes a careful study on the problems existing in the construction of service-oriented government in Wang Fenglou Town. At the same time, the problems are summarized and corresponding suggestions are put forward, hoping to play a certain role in the construction of service-oriented government in China. The thesis is divided into five parts. The first part, Brief description of the introduction of the paper, the purpose of the study, research background and research significance, the paper writing ideas are summarized, the existing research situation at home and abroad are summarized; the second part, Analyze the concrete meaning of service-oriented government and new public service; the third part, deeply understand the actual situation of service-oriented government in Wang Fenglou Town, point out the existing problems; part four, through the new public service theory research discussion, The fifth part, through the summary of the research results, puts forward the corresponding countermeasures for the construction of the service-oriented government in Wang Fenglou Town.
