国内政策工具研究新进展:1998—2016

【摘要】：在我国,作为一个相对独立领域的政策工具研究已走过近20年的历程,正在成长为政策科学与公共管理学的一个有前景和生命力的研究方向,研究成果颇丰。以CSSCI收录的论文及公开出版的专著和教材为研究样本,采用文献计量和文本内容分析方法,对国内政策工具研究的进展进行文献评述发现,当前国内该领域研究在工具分类、选择、评价和创新等方面既有基础性的概念界定,也有深层次的理论建构,但并没有完全摆脱对西方的模仿以及其话语体系的套用。为将相关研究引向深入,应以政策问题的解决为导向,采用跨学科的研究方法,努力构建本土化特色的研究途径。
[Abstract]:In China, as a relatively independent policy tool, the research has gone through nearly 20 years, and is growing into a promising and dynamic research direction of policy science and public management. The research results are abundant. Based on the papers collected by CSSCI and published monographs and textbooks, this paper reviews the research progress of domestic policy tools by means of bibliometrics and text content analysis. The current domestic research in the field of tool classification, selection, evaluation and innovation has not only the basic concept definition, but also the deep-level theoretical construction. However, it is not completely rid of the imitation of the West and the application of its discourse system. In order to guide the relevant research, we should take the solution of policy problems as the guidance, adopt the interdisciplinary research method, and try to construct the research way of localization characteristic.
