微博问政的政府规制研究

【摘要】：微博问政是指政府、公务员和群众,在微博平台上对社会公共事务展开的一系列参政、议政和处理政务的活动。它既是广大人民群众参政议政的过程,同时也是政府和公务员处理政务的过程。微博问政,通过公民积极参与和政府有序应对,有利于实现官民良性互动;微博问政,通过收听来自各方的声音,有利于促进政府实现科学执政、民主执政、依法执政;微博问政,通过回应公民关切的社会问题,有利于化解社会矛盾,减轻社会压力,实现公民知情权、参与权、表达权、监督权。微博问政是不仅是自媒体时代公民参与政府管理的新工具,更是当今社会发展到一定阶段出现的必然结果。作为新生事物,微博问政一方面发挥着促进官民互动、创新社会管理方式等独特的优势,另一方面自身发展也存在种种不足,政府对于微博问政的规制处在初步探索阶段,发展和规制并不完善,所以政府才更应树立民主理念和发扬探索精神,采取可行对策,制定相关管理和监督微博问政的法律制度,不断探索建立保障公民微博问政的各种长效机制,保证微博问政平台的健康平稳运行,实现政府和公民在微博问政中良性互动,增进政府和公民的政治互信,实现社会和谐发展。本文采用文献研究法、案例分析法和专家访谈与咨询法等方法,以微博发展为基础,结合我国国情,对微博问政的政府规制进行研究。笔者力求以系统化的思想出发,首先,在借鉴国内外研究成果和实践成果的基础上,分析了微博问政和政府规制的内涵和特征。运用新公共服务理论和参与式理论,分析了政府进行微博问政的理论基础。其次,在总结我国微博和微博问政发展现状的基础上,分析出我国微博问政发展的优势以及劣势。最后,总结提出我国微现阶段博问政政府规制在认识、法律、制度、平台等方面存在的问题,根据存在问题,尝试政府规制微博问政的发展对策。
[Abstract]:Weibo refers to a series of activities involving the government, civil servants and the masses in participating in, discussing and handling public affairs in the social and public affairs on the platform of Weibo. It is a process in which the broad masses of the people participate in and discuss political affairs. At the same time, it is also a process for the government and civil servants to handle government affairs. Weibo asks for political affairs through active citizen participation and orderly government response, which is conducive to the realization of good interaction between the government and the people. It is conducive to promoting the government to be in power scientifically, democratically and in accordance with the law; Weibo is in charge of political affairs by responding to the social problems concerned by the citizens, which is conducive to resolving social contradictions, alleviating social pressure, and realizing the right of citizens to know, participate in, and express their rights to know, participate and express. Supervision power. Weibo is not only a new tool for citizens to participate in government management in the media era, but also an inevitable result of the development of society to a certain stage. As a new thing, on the one hand, Weibo asks politics to play a role in promoting the interaction between the officials and the people. On the other hand, there are some shortcomings in the development of the government. The government's regulation of Weibo's political affairs is in the initial stage of exploration, and the development and regulation are not perfect. Therefore, the government should set up a democratic concept and carry forward the spirit of exploration, adopt feasible countermeasures, formulate a relevant legal system for managing and supervising Weibo's political affairs, and constantly explore various long-term mechanisms to protect the political affairs of the citizen, Weibo. To ensure the healthy and smooth operation of Weibo's political platform, to realize the benign interaction between the government and the citizens, to enhance the political mutual trust between the government and the citizens, and to realize the harmonious development of the society. On the basis of the development of Weibo and the situation of our country, the case analysis method and expert interview and consultation method are used to study the government regulation of Weibo's political question. First of all, the author tries his best to set out with the systematic thought, first of all, On the basis of drawing lessons from domestic and foreign research results and practice, this paper analyzes the connotation and characteristics of Weibo's governance and government regulation. By using the new public service theory and participatory theory, this paper analyzes the theoretical basis of the government's political intervention. On the basis of summing up the current situation of Weibo and Weibo's political development, this paper analyzes the advantages and disadvantages of the development of the political questioning in China. Finally, it concludes and points out the understanding, the law, and the system of the government regulation of the polices and polices in our country at this stage. According to the existing problems, the government tries to regulate the development countermeasures of Weibo.
