制度衔接与整合:农村最低生活保障与扶贫开发两项制度比较研究

【摘要】：2007年以后,农村低保政策和扶贫开发政策一道成为我国反贫困的两项重要的制度安排,是跨部门协同治理贫困和扶贫开发的一项重要内容。论文从制度比较的视角,对两项制度的宏观层面目标设置、微观层面目标群体的识别与瞄准做法、各自的优劣势和风险进行了分析。作为重点,论文实证地分析了两项制度的群体覆盖、差异与脱节的情况,并从各自识别标准、人群和帮扶措施分析两项制度覆盖与差异状况。由于两项制度有不同的制度形成路径,在实践层面分别由两个部门执行,有不同的识别标准、方法和程序,覆盖了不同数量、不同特征的贫困人口,交叉吻合覆盖的程度不高。研究发现两项制度覆盖差异受多种因素影响,包括体制设计、相关部门和基层工作人员的主观理解,以及地方财力、物力和人力等客观制约条件等。论文最后从协同治理的视角出发,对完善扶贫开发与农村低保两项制度的协作关系提出了建议,认为需要通过常态化的跨部门分工协作,实现两项制度的衔接互嵌,提升整体的反贫困效果。
[Abstract]:Since 2007, the policy of rural minimum living standard and the policy of poverty alleviation and development have become two important institutional arrangements of anti-poverty in our country. This paper analyzes the macro-level target setting of the two systems, the identification and targeting practices of the micro-level target groups, their advantages and disadvantages and their risks. As the emphasis, the paper empirically analyzes the group coverage of the two systems. The situation of difference and disconnection, and analyze the coverage and difference of the two systems from their respective identification standards, crowd and help measures. Because the two systems have different institutional formation paths, they are implemented by the two departments in practice. There are different identification criteria, methods and procedures that cover a different number of poor people with different characteristics, and the degree of cross-fitting coverage is not high. The study found that the differences in coverage between the two systems are affected by a number of factors, including institutional design, The subjective understanding of relevant departments and grass-roots staff, as well as the local financial, material and human resources and other objective constraints. Finally, from the perspective of collaborative governance, Some suggestions are put forward to perfect the cooperation relationship between the two systems of poverty alleviation and development and rural minimum security. It is considered that it is necessary to realize the integration of the two systems and enhance the overall anti-poverty effect through the regular inter-departmental division of labor and cooperation.
