完善中小城市高铁站点周边地区公共服务研究

【摘要】:随着高铁建设的不断加快,高铁网络逐步形成,人们越发体验到高铁的便利,甚至改变了人们出行的时空观念,获得了普遍的认可。高铁网络的形成,不仅仅使我国的交通领域得到优化,而且随着经济社会发展进入新常态,高铁建设己成为推动城市多中心发展、都市圈等新的空间结构格局形成的重要战略选择。在这背景下,城市化的发展已经不在遵循从前那种单体发展的模式,而是向城市群转变。目前,绝大部分城市都把高铁站点的设立当做是城市发展的新方向,报以较高的期望,均在高铁站点周边地区规划处较大的用地,争相开发。但是从各城市对高铁站点周边地区的开发实际情况来看,我国对高铁站点周边地区的开发建设情况并不十分理想,尤其是对于中小城市而言。在中小城市高铁站点周边地区中,在建成到已经通车数年的时间里,站点周边地区的相关公共服务仍然没有完善,与当初的规划呈现出较大的反差。因为这些站点地区基本上都是位于城市的边缘地区,地区自身的建设薄弱。大部分站点周边地区因为各个公共服务的缺失,开始出现了质疑的声音。中小城市高铁站点周边地区的公共服务供给是高铁站点建设的关键点,同时也是本文研究的起点。从论文的内容来看,论文首先阐述本论文选题的背景及意义,总结了国内外涉及高铁站点周边地区公共服务的相关研究成果。紧接着对中小城市、高铁站点周边地区、公共服务等基本概念进行了界定,并介绍了TOD模式、新公共服务理论及城市触煤理论作为本文研究的理论依据。然后就是本文的重点,阐述我国中小城市高铁站点周边地区公共服务的现状,接着从基础公共服务、公共安全服务、社会公共服务这三个方面着重分析中小城市高铁站点周边地区公共服务存在的问题,并对问题的原因进行分析。再以湘潭北站为中小城市高铁站的典型案例,探讨湘潭北站周边地区公共服务存在的问题。然后结合国内外案例,分析了可引用借鉴的高铁站点周边地区公共服务模式,总结经验,为下文提出合理的对策提供了依据。最后,结合我国实际,对中小城市高铁站点周边地区公共服务提出合理可行的政策建议,以期能对促进我国中小城市高铁站点周边地区公共服务的完善提供一些参考。
[Abstract]:With the accelerating construction of high-speed rail, the high-speed rail network is gradually formed, people more and more experience the convenience of high-speed rail, and even change people's concept of travel time and space, has been widely recognized.The formation of high-speed rail network not only optimizes the transportation field in China, but also with the economic and social development entering the new normal, high-speed rail construction has become a driving force for urban multi-center development.The important strategic choice for the formation of new spatial structure pattern such as metropolitan area.In this context, the development of urbanization has changed to urban agglomeration instead of following the former model of individual development.At present, most cities regard the establishment of high-speed railway stations as a new direction of urban development, with higher expectations, in the area around high-speed rail stations planning larger land, competing for development.However, from the actual situation of the development of the surrounding areas of the high-speed railway stations in various cities, the development and construction of the surrounding areas of the high-speed railway stations in China is not very ideal, especially for the small and medium-sized cities.In the surrounding areas of high-speed railway stations in small and medium-sized cities, in the period of several years since the completion of the railway stations, the related public services in the surrounding areas of the stations are still not perfect, showing a big contrast with the original plan.Because these sites are basically located on the edge of the city, the region's own construction is weak.Most sites around the area because of the lack of public services, began to question the voice.The supply of public service is the key point in the construction of high-speed railway stations in small and medium-sized cities, and it is also the starting point of this paper.From the content of the paper, the paper first describes the background and significance of this paper, summarizes the domestic and foreign related research results related to public services around high-speed rail stations.Then it defines the basic concepts of small and medium-sized cities, the surrounding areas of high-speed railway stations, public services and so on, and introduces the TOD model, new public service theory and urban coal theory as the theoretical basis of this study.Then the focus of this paper is to explain the current situation of public services in the areas around high-speed rail stations in small and medium-sized cities in China, and then from the basic public services to public security services.The three aspects of social public service focus on the problems of public service in the surrounding areas of high-speed railway stations in small and medium-sized cities, and the causes of the problems are analyzed.Taking Xiangtan North Station as a typical case of high-speed railway station in medium and small cities, the problems of public service in the surrounding area of Xiangtan North Railway Station are discussed.Then combined with the domestic and foreign cases, the paper analyzes the public service mode around the high-speed railway station, summarizes the experience, and provides the basis for the following reasonable countermeasures.Finally, combining with the reality of our country, this paper puts forward some reasonable and feasible policy suggestions for the public service around the high-speed railway stations in small and medium-sized cities, in the hope of providing some references for the improvement of the public services around the high-speed railway stations in the small and medium-sized cities of our country.
