西安市住房公积金支持保障性住房建设问题研究

【摘要】:作为我国住房保障制度的重要构成——保障性住房,是解决我国城镇居民,尤其是中低收入群体住房困难问题的主要制度。由于其自身的建设特点,如投资周期长、投资规模大等,导致资金回报率相对较低,决定了建设资金来源成为了保障性住房发展的关键所在。与此同时,住房保障制度中的另一项重要构成——住房公积金政策,现阶段却存在资金结余量大的问题。这不仅导致资金使用效率低下,而且也无法真正发挥住房公积金政策的保障作用。针对现阶段存在的一系列问题,国家提出住房公积金支持保障性住房建设的政策,并选取部分城市进行了试点工作,以拓宽保障性住房的建设资金来源渠道,提升住房公积金的资金使用效率,更好地满足住房困难群体的住房需求。本文主要采用实证分析方法,就西安市住房公积金支持保障性住房的建设过程进行研究,分析政策实施过程中存在的问题,并通过借鉴国内其他试点城市的成功建设经验,针对性地提出对策建议。首先,对公积金支持保障房建设的相关理论、政策演进、西安市住房市场环境、住房公积金运行情况、保障性住房供需现状进行了回顾,为论文后续部分的写作提供理论基础。其次,阐述了西安市公积金支持保障房建设的基本情况,并分批次对西安市23个试点项目的资金情况、建设情况进行了分析,提出了试点项目在实际运行过程中存在的问题,主要有:政策运行过程粗放、基础管理缺位、资金安全性不足及公积金个人业务受限。再次,针对西安市在试点项目建设过程中存在的问题,选取北京、大连、重庆三大试点城市,对上述试点城市公积金支持保障房的建设经验进行了介绍,并结合西安市实际情况提出试点项目经验借鉴,为文末的政策建议部分提供参考。最后,根据西安市存在的实际问题,结合北京、大连、重庆三地的建设经验,从细化政策运行过程、加强基础管理、降低资金风险、完善配套措施四方面提出对策建议,细化政策运行过程方面主要包括:构建信息公开平台,加强信息披露、完善项目融资渠道,健全项目回款制度、加快基本配套设施建设进度。而完善配套措施则主要包括明确贷款比例、明确试点项目基本建设要求两大方面。本文的主要创新之处在于:以西安市为主要分析对象,对西安市公积金支持保障房建设情况进行了详细分析;根据试点项目的运行过程,针对性地提出其中存在的问题,并在结合试点城市成功建设经验的基础上,提出了促进政策实施的对策建议。
[Abstract]:Because of its own construction characteristics, such as long investment cycle, large investment scale and so on, the return on capital is relatively low, which determines that the source of construction funds has become the key to the development of affordable housing.At the same time, another important component of housing security system-housing provident fund policy, but there is a large amount of fund balance problem.This not only leads to inefficient use of funds, but also can not really play the role of housing provident fund policy protection.In view of a series of problems existing at the present stage, the state put forward the policy of housing accumulation fund to support the construction of affordable housing, and selected some cities to carry out pilot work in order to broaden the funding sources for the construction of affordable housing.Improve the fund efficiency of housing accumulation fund, better meet the housing needs of housing groups.This article mainly adopts the empirical analysis method, carries on the research to the Xi'an housing accumulation fund to support the indemnificatory housing construction process, analyzes the question in the policy implementation process, and through drawing lessons from the domestic other pilot cities' successful construction experience,Put forward countermeasures and suggestions pertinently.First of all, the paper reviews the relevant theories, policy evolution, housing market environment, housing accumulation fund operation, and the supply and demand situation of indemnificatory housing in Xi'an, which provides the theoretical basis for the following part of the thesis.Secondly, it expounds the basic situation of Xi'an provident fund supporting indemnificatory apartment construction, and analyzes the fund and construction situation of 23 pilot projects in Xi'an in batches, and puts forward the problems existing in the actual operation of the pilot project.There are: policy operation process extensive, lack of basic management, lack of fund security and provident fund personal business constraints.Thirdly, in view of the problems existing in the construction of pilot projects in Xi'an City, selected three pilot cities, Beijing, Dalian and Chongqing, introduced the experience of supporting indemnificatory apartment in the construction of the above pilot cities' provident fund.Combined with the actual situation of Xi'an, the experience of the pilot project is proposed to provide reference for the policy recommendations at the end of the paper.Finally, according to the practical problems existing in Xi'an city, combined with the construction experience of Beijing, Dalian and Chongqing, this paper puts forward four countermeasures and suggestions from four aspects: refining the process of policy operation, strengthening the basic management, reducing the capital risk, and perfecting the supporting measures.The detailed process of policy operation mainly includes: constructing information open platform, strengthening information disclosure, perfecting project financing channel, perfecting project payback system, speeding up the construction progress of basic supporting facilities.The perfect supporting measures mainly include the proportion of loans and the capital construction requirements of the pilot project.The main innovations of this paper are as follows: taking Xi'an as the main analysis object, this paper makes a detailed analysis of the construction of Xi'an provident fund supporting indemnificatory apartment, and puts forward the existing problems according to the operation process of the pilot project.On the basis of the successful construction experience of the pilot cities, the countermeasures and suggestions to promote the implementation of the policy are put forward.
