乡镇政府职能转变的制约因素论析:整体性视域

【摘要】：学界对于乡镇政府职能转变制约因素的研究已有一定成果,但这些研究主要是从乡镇政府的压力型体制或财政约束等某一个方面进行分析,缺乏整体性。对乡镇政府职能转变制约因素的分析应从整体性视域出发,从宏观、中观与微观三个层面进行论析,唯有如此,才能全面准确把握其制约因素,有针对性地提出解决问题的对策。在宏观层面,新中国成立后我国采取的重工业优先发展战略以及随之形成的城市偏向政策是制约乡镇政府职能转变的根本因素;在中观层面,对乡镇政府的行政管理体制和财政管理体制是制约其职能转变的直接因素;在微观层面,乡镇政府的自利性则进一步阻碍了其职能转变。由此,推进乡镇政府职能转变必须从宏观、中观与微观三个层面同时采取政策措施。
[Abstract]:There have been some achievements in the researches on the restriction factors of the transformation of township government functions, but these researches are mainly analyzed from a certain aspect such as the pressure system or financial constraints of the township government, and lack of integrity.The analysis of the restrictive factors of the transformation of township government functions should proceed from the holistic perspective and analyze from the macro, meso and micro levels. Only in this way, can the constraints be fully and accurately grasped.Put forward the countermeasure of solving the problem pertinently.At the macro level, the priority development strategy of heavy industry adopted after the founding of the people's Republic of China and the resulting policy of urban bias are the fundamental factors restricting the transformation of the functions of the township government.The administrative management system and the financial management system of the township government are the direct factors restricting the transformation of their functions, and at the micro level, the self-interest of the township government further hinders the transformation of their functions.Therefore, to promote the transformation of township government functions, we must take policy measures at the macro, meso and micro levels at the same time.
