【摘要】：作为农村社会抓基层、打基础的一项重要内容,加强乡镇政府公信力建设意义重大,新疆南疆作为少数民族聚居区,其乡镇政府公信力状况如何更关系着当地的社会稳定和长治久安。本文选择以阿瓦提县为例,通过以点带面的方式来反映新疆南疆地区乡镇政府公信力的面貌。本文首先在借鉴前人研究的基础上,并通过专家咨询法、层次分析法,构建了阿瓦提县乡镇政府公信力评价指标体系。然后,选择了当地五个具有代表性的乡镇,以当地居民为对象进行了乡镇政府信任度问卷调查,调查发现当地乡镇政府总体公信力水平一般,个别维度公信力水平较差,整体来看公信力较为薄弱,具体表现为:信守承诺公信力弱、工作高效评价低、公共服务信任度低、民主建设公信力弱、依法文明行政信任度低、公共政策公信力弱、信息公开信任度低。接着,从客观行政环境的制约、乡镇政府自身工作、当地特殊社会环境的影响等三个方面,对当地乡镇政府公信力薄弱的原因进行了分析。最后,结合问题成因,对如何提升当地乡镇政府公信力进行了探讨,提出了以下路径:应对客观行政环境上,因地制宜开展工作,发挥乡镇政府自主性,加强基层人员配备、缓解乡镇政府工作负担,坚持“输血”与“造血”、缓解乡镇政府财政困难;加强乡镇政府自身建设上,破除传统管制思想、推动政民合作治理,民意导向型施政、增强群众的利益认同,改进工作作风、塑造良好行政形象,接受多方监督,促进权力规范运行;改善社会环境上,培育农村信用文化、营造良好信任环境,以现代文化为引领、培养群众公民意识,培养爱国宗教人士、发挥意见领袖引导作用,推进农村双语教育、破解信息沟通瓶颈。
[Abstract]:It is of great significance to strengthen the credibility of the township government as an important part of the rural society to grasp the grassroots, lay a foundation, and strengthen the credibility of the township government.The southern Xinjiang Autonomous region is regarded as a inhabited area inhabited by ethnic minorities.The credibility of the township government is more related to local social stability and long-term stability.This paper chooses Awati County as an example to reflect the credibility of township government in southern Xinjiang.Firstly, based on the previous studies, the paper constructs the evaluation index system of the credibility of the township government in Awati county through expert consultation and analytic hierarchy process.Then, five representative villages and towns are selected, and the trust level of township government is investigated with local residents as the object. It is found that the overall credibility level of local township government is general, and the credibility level of individual dimensions is poor.On the whole, the credibility of the public is relatively weak, the concrete performance is: the credibility of keeping promise is weak, the evaluation of work efficiency is low, the trust of public service is low, the credibility of democratic construction is weak, the credibility of civil administration according to law is low, the credibility of public policy is weak,Low confidence in information disclosure.Then, from the three aspects of the restriction of the objective administrative environment, the work of the township government and the influence of the local special social environment, this paper analyzes the reasons for the weakness of the credibility of the local township government.Finally, combining with the causes of the problems, this paper discusses how to enhance the credibility of the local township government, and puts forward the following ways: to deal with the objective administrative environment, to carry out the work according to the local conditions, to give play to the autonomy of the township government, and to strengthen the basic level staffing.To ease the work burden of township governments, to persist in "blood transfusion" and "hematopoiesis", to ease the financial difficulties of township governments, to strengthen the township government's own construction, to break down the traditional control ideology, to promote the cooperative governance between the government and the people, and to promote the people-oriented administration.Strengthening the masses' interest identity, improving their work style, shaping a good administrative image, accepting supervision from all sides, promoting the normal operation of power, improving the social environment, fostering rural credit culture, creating a good trust environment, and taking modern culture as the guide,We should cultivate the civic consciousness of the masses, cultivate patriotic religious personages, give play to the leading role of opinion leaders, promote bilingual education in rural areas, and break the bottleneck of information communication.
