我国社会组织参与社会治理中存在的问题及对策研究

【摘要】：社会治理与以往的社会管理在概念涵义和价值诉求上有着很大区别,最明显的区别是体现在治理的主体上。社会治理强调参与主体的多元性,政府不再作为绝对的治理主体,还包括公民和社会组织。在经济社会转型和不断向前发展的过程中,利益和矛盾多元化、复杂化,需求多样化、个性化。政府的社会职能不可能延伸至每个角落,满足所有诉求,第三种调节力量,即社会力量的出现则可有效地缓解这种局面,同时这也了体现向“社会本位”的回归。政府、市场和社会,这三种调节力量可以构成社会稳定的“铁三角”,社会组织作为社会力量的代表,正在快速发展起来,在社会治理领域中发挥着重要作用。我国社会治理的确立经过了几个主要时期,对社会组织的发展起着重要的作用,社会组织在其发展历程中,依次经历了停滞、兴起和新发展三个阶段。社会组织在社会治理中扮演着重要角色,是推进社会治理的重要主体,是提供社会服务的重要力量,是降低社会风险的重要保证,是倡导公共政策的重要推手。但它在参与社会治理中还存在着一系列问题,表现在自治性不够、内部治理能力有限、专业化职业化水平参差不齐、公信力缺乏等几个方面。究其原因,主要包括政府职能转变尚未完全到位、社会组织基础薄弱、法律政策不完善和社会监督渠道不畅。社会组织在参与社会治理过程中的重要地位突出,但鉴于其存在的一系列问题,两者之间的矛盾显示出了推动其更好参与社会治理的必要性和重要性。从具体的对策上来说,我们可以从以下几个方面进行努力。首先,更新社会观念,加强宣传与舆论引导;其次,加强其自身能力建设;再次,完善其参与社会治理的法律体系和制度保障;最后,加强社会治理的合作参与。
[Abstract]:There is a great difference between social governance and social management in concept meaning and value demand, the most obvious difference is reflected in the main body of governance.Social governance emphasizes the plurality of participating subjects, and the government is no longer the absolute governance subject, but also includes citizens and social organizations.In the process of economic and social transformation and continuous development, interests and contradictions are diversified, complicated, needs diversified and individualized.The social function of the government can not be extended to every corner to satisfy all the demands. The third kind of adjusting force, that is, the emergence of the social force, can effectively alleviate this situation, and it also reflects the return of the "social standard".Government, market and society can form the "iron triangle" of social stability. Social organizations, as representatives of social forces, are developing rapidly and playing an important role in the field of social governance.The establishment of social governance in China has gone through several main periods, which plays an important role in the development of social organizations. In the course of its development, social organizations have experienced three stages in turn: stagnation, rising and new development.Social organization plays an important role in social governance, is the main body of promoting social governance, is an important force to provide social services, is an important guarantee to reduce social risks, and is an important promoter of advocating public policies.However, there are still a series of problems in participating in social governance, such as insufficient autonomy, limited internal governance ability, uneven level of specialization and professionalism, lack of credibility and so on.The main reasons include that the transformation of government functions has not been completed completely, the foundation of social organization is weak, the legal policy is imperfect and the channels of social supervision are not smooth.Social organizations play an important role in the process of participating in social governance, but in view of their existence of a series of problems, the contradiction between the two shows the necessity and importance of promoting their better participation in social governance.From the concrete countermeasure, we can carry on the effort from the following several aspects.First of all, to update social concepts, strengthen publicity and public opinion guidance; second, strengthen its own capacity building; third, improve its participation in social governance legal system and institutional protection; finally, strengthen social governance cooperation participation.
