社会治理现代化的政策设计:着眼“十三五”

【摘要】：作为国家治理的一个子系统,中国社会治理在"十三五"及此后相当长的一段时间内所要解决的一个核心问题是如何在新常态条件下通过全面的社会治理创新来实现社会系统的现代化改造,从而内在地支撑国家现代治理体系以及增强国家现代治理能力。中国社会治理的现代化不是西方化,而是在社会体制与社会建设层面对中国特色社会主义制度的进一步完善。着眼于完善和发展中国特色社会主义制度,中国社会治理现代化的顶层设计是一个亟需认真对待的复杂性治理问题,并不能期待一蹴而就,具体体制机制设计需要在顶层设计与治理实践的互动中不断探索、改革与完善。
[Abstract]:As a subsystem of national governance,One of the core problems that China's social governance has to solve in the 13th Five-Year Plan and for a long time thereafter is how to realize the modernization and transformation of the social system through comprehensive social governance innovation under the new normal conditions.Thus support the national modern governance system and strengthen the national modern governance capacity.The modernization of Chinese social governance is not westernization, but the further perfection of socialist system with Chinese characteristics in the aspect of social system and social construction.With a view to improving and developing the socialist system with Chinese characteristics, the top-level design of China's social governance modernization is a complex governance issue that needs to be seriously dealt with, and cannot be expected to be accomplished overnight.The design of specific system and mechanism needs to be explored, reformed and perfected in the interaction between top-level design and governance practice.
