深水区内温州市行政审批改革路径研究

【摘要】：行政审批是指国家行政机关和具有审批权限的其他组织根据法人、自然人或者组织的申请,经过法定审查,采取“批准”、“同意”、“年检”发放证照等形式,准予其从事特定活动,认可其具有某方面的资质、确认特定民事关系或者民事权利能力和行为能力的行为。由于过去计划经济的诟病,政府干预市场的力量比较强,我国经济发展遇到了很大的瓶颈,因此,若想快速发展经济,扫除经济发展中由于政府政策衍生的各种阻碍,必须进行行政审批改革,深化改革力度。温州作为中国民营经济的发源地,也是行政审批改革呼声最强烈的地方之一,今年来由于地价,资金,人才等问题,投资的环境每况愈下,因此,继续深化行政审批改革成了政府迫切要做的事情,温州行政审批制度改革始于2000年,取得了很大的成效,当然,也存在很多问题。在未来一段时间内,深化行政审批制度改革的优先路径是加强行政审批事项简化的顶层设计、完善行政审批权力监督机制以及优化行政审批流程等。
[Abstract]:Administrative examination and approval refers to the form of "approval", "consent" and "annual inspection" issued by the State administrative organ and other organizations with examination and approval authority in the form of "approval", "consent" and "annual inspection" on the basis of the application of a legal person, natural person or organization, The act of authorizing a person to engage in a particular activity, to recognize a certain qualification, or to recognize a particular civil relationship or capacity and capacity for civil rights. Because of the criticism of the planned economy in the past, the power of the government to intervene in the market is relatively strong, and the economic development of our country has encountered a very big bottleneck. Therefore, if we want to develop the economy quickly and remove all kinds of obstacles arising from government policies in economic development, Must carry on the administrative examination and approval reform, deepens the reform dynamics. Wenzhou, as the birthplace of China's private economy, is also one of the places with the strongest calls for administrative examination and approval reform. This year, due to the problems of land price, capital, talent, and so on, the investment environment is getting worse and worse. It is urgent for the government to continue to deepen the reform of administrative examination and approval. The reform of Wenzhou administrative examination and approval system began in 2000 and has achieved great results. Of course, there are also many problems. In the future, the priority way to deepen the reform of the administrative examination and approval system is to strengthen the top-level design of simplifying the administrative examination and approval items, to perfect the supervision mechanism of the administrative examination and approval power and to optimize the administrative examination and approval process.
