论公共领域对当代中国政治生态建设的影响及启示

【摘要】：良好的政治生态是政治发展追求的目标。公共领域作为公众话语表达和舆论监督的政治参与平台,对国家政治生态建设具有重要的促进作用。当下中国,"私民意识""顺民意识"和"官本位意识"等因素严重制约了民众政治参与的积极性,并产生了不利于政治生态建设的消极影响。作为一种公众"在场"的参与型民主政治,公共领域就是要使决策者接受公众的审视,让权力在阳光下运行。为此,党和政府应该大力提升公众政治参与意识和参与能力,完善公众话语表达的制度保障和法律保障,主动加大政务公开力度,积极利用舆论监督优化政治生态。
[Abstract]:Good political ecology is the goal of political development. As a platform for political participation in public discourse expression and public opinion supervision, public domain plays an important role in promoting the construction of national political ecology. In present China, factors such as "private consciousness", "obedient consciousness" and "official standard consciousness" have seriously restricted the enthusiasm of people's political participation, and have had a negative impact on the construction of political ecology. As a participatory democracy in which the public is present, the public sphere is to make decision makers subject to public scrutiny and power to operate in the sun. Therefore, the Party and the government should vigorously promote the public's consciousness and ability of political participation, perfect the institutional and legal protection of public discourse expression, take the initiative to increase the openness of government affairs, and actively utilize the supervision of public opinion to optimize the political ecology.
