晋江市政府数字化社会管理研究

【摘要】：加强和创新社会管理已经成为当前中国社会经济发展的客观要求,也是解决我国社会管理面临的问题与挑战的重要视角。随着大数据时代的到来,全国各个地方都在积极探索运用数字化创新社会管理,解决社会管理发展瓶颈。晋江作为全国经济百强县,经济发展总量已名列全国县市前茅,但伴随着经济的发展,许多社会矛盾日渐凸显,社会管理水平跟不上人民的对生活、居住、教育、交通、医疗等方面日益增长的需求。为建设服务型政府,提高晋江市社会管理水平,晋江市党委政府从自身管理开始进行改革。2006年,在现代信息技术发展的基础上,电子政务为此诞生。这一项突破成为了电子信息化在我国县(市)级政务运用上的典范。此后,晋江市逐渐摸索出了一条通过数字技术的开发和应用解决社会管理问题,满足人民需求的路径。本研究以晋江市为例,以数字治理理论为指导理论,分析当前晋江市数字化社会管理的现状、存在的问题和原因,提出相关的解决方案和政策,为我国相同规模的县(市)数字化社会管理发展提供思路和方法。本研究采用文献分析法、实证分析法等方法致力于完成以下实践研究工作:首先,本研究通过文献分析法分析我国目前各城市在运用数字技术进行社会管理所取得的成效、存在的问题及对晋江市数字化社会管理的借鉴意义。其次,通过走访相关部门进行访谈研究,进一步了解数字化管理在晋江市的基本的发展现状。并综合总结目前晋江市在数字化建设存在顶层设计缺失、建设参差不齐、信息共享孤岛化等问题,分析其原因,提出解决相关问题的对策。本研究试图探讨数字技术的应用对政府组织结构和制度建设产生的影响,得出了数字化建设促进晋江市公共资源的整合。不仅如此,社会管理的时间的缩小更是预示将来数字化管理在管理效率上的提高。管理者范围也将从政府辐射到全民,借此促进社会管理体制的完善等研究结论。
[Abstract]:Strengthening and innovating social management has become an objective requirement for the current social and economic development in China. It is also an important angle of view to solve the problems and challenges facing China's social management. With the arrival of the era of big data, all parts of the country are actively exploring and applying digital innovative social management to solve the bottleneck of social management development. Jinjiang as a problem. With the economic development, many social contradictions have become increasingly prominent with the economic development, and the level of social management can not keep up with the people's growing demand for life, living, education, transportation, and medical care. To build a service-oriented government and to improve the level of social management in Jinjiang, Jinjiang. The Party committee government began to reform from its own management for.2006 years. On the basis of the development of modern information technology, the electronic government was born. This breakthrough became a model for the application of electronic information in the county (city) level of our country. After that, Jinjiang gradually found out a way to solve the social management through the development and application of digital technology. This study takes the city of Jinjiang as an example, taking the theory of digital governance as the guiding theory, analyzes the current situation of digital social management in Jinjiang, the existing problems and reasons, and puts forward relevant solutions and policies to provide ideas and methods for the development of digital social management of the same scale in China. The research adopts the methods of literature analysis, empirical analysis and other methods to accomplish the following practical research work. First, this study analyzes the achievements of our cities in the use of digital technology for social management through the literature analysis method, the existing problems and the reference significance to the digital social management in Jinjiang. Secondly, through the study Interviews with relevant departments, interview research, further understanding of the basic development of digital management in Jinjiang, and comprehensive summary of the current Jinjiang city in the digital construction of the lack of top-level design, uneven construction, information sharing Island, and other problems, analysis of the reasons for solving the related problems. This study tries to discuss the number of problems. The effect of the application of the word technology on the structure of government organization and the construction of the system has been concluded that the digital construction will promote the integration of the public resources in Jinjiang. The reduction of the time of the social management also indicates the improvement in the management efficiency of the future digital management.
