【摘要】：突发事件,是指突然发生,造成或者可能造成严重社会危害,需要采取应急处置措施予以应对的自然灾害、事故灾难、公共卫生事件和社会安全事件,应急管理是应对这些突发事件而提出的管理学概念。近年来,无论是国际上还是国内,自然灾害、恶性事故、群体性事件频发。日本海啸、5·12汶川大地震、7·23甬温线动车重大事故、巴黎恐怖分子枪击、厦门px项目事件等多起突发性事件给各国政府的应急管理工作都带来了新的挑战,特别是县级政府作为突发事件应急管理的第一应对主体,如何做好应急管理工作,是考验政府执政能力的重要表现。河北省馆陶县是华北平原一个典型农业县,随着经济社会的不断发展,馆陶县也在面对着愈来愈复杂化和多样化的突发事件,应急管理工作显得捉襟见肘。本文介绍课题研究的背景,研究目的、文章脉络和研究方法、技术路线,对现代应急管理理论进行了综述,以馆陶县的应急管理工作为研究对象,分析馆陶县目前应急管理的现状和存在问题,通过借鉴美国、德国、日本三个发达国家的应急管理经验,对如何做好馆陶县应急管理从组织体系、制度建设、资金和物资保障三个方面提出建议对策,为馆陶县今后的应急管理指明方向,提供决策参考。
[Abstract]:A sudden event refers to a natural disaster, an accident disaster, a public health event and a social security event that occurs suddenly, causes or is likely to cause serious social harm, and needs to be dealt with by emergency measures. Emergency management is a management concept to deal with these emergencies. In recent years, whether international or domestic, natural disasters, malignant accidents, mass incidents occur frequently. The Japanese tsunami 512 Wenchuan earthquake, the train accident of 723 Yongwen line, the Paris terrorist shooting, the Xiamen PX incident, and many other sudden incidents have brought new challenges to the emergency management work of the governments of various countries. Especially the county level government as the first main body of emergency management, how to do the emergency management work well is an important performance of the government's ruling ability. Guantao County in Hebei Province is a typical agricultural county in North China Plain. With the development of economy and society, Guantao County is facing more and more complicated and diversified emergencies. This paper introduces the background, purpose, context, research method, technical route of the research, summarizes the modern emergency management theory, and takes the emergency management work of Guantao County as the research object. This paper analyzes the present situation and existing problems of emergency management in Guantao County, and through drawing lessons from the experience of emergency management in three developed countries, the United States, Germany and Japan, discusses how to do the emergency management of Guantao County from the organizational system and system construction. Three aspects of fund and material support are put forward in order to point out the direction of emergency management in Guantao County in the future and to provide reference for decision making.
