基于公众满意度的吉安市政府公共服务供给现状及提升路径研究

【摘要】：日趋增长的公众需求和地方政府的公共服务供给不足在全面建设小康社会和实现社会转型的过程中已经发展为公共服务领域十分突出的矛盾。在住房、社会保障、教育、医疗卫生、公共交通、公共安全、环境保护等方面,公众化的合理需求往往无法得到有效的满足,这就造成吉安市公共服务的供给与需求之间发展不平衡,这种矛盾不断加剧。对公共服务供给与需求两者间的矛盾如何有效解决,这样才能为人的全面发展创造积极的条件,同时有利于使社会矛盾得到缓和,改善民生。笔者在本研究中将从公共服务供需总量非均衡关系和结构非均衡关系入手,在分析吉安市地方政府公共服务供给和公众需求现实关系的前提下,对地方政府公共服务供需关系造成影响的主要因素,即财政能力、地方政府的观念、政府人员的素质、缺失公众表达机制、决策中缺失公众参与等进一步深入分析。最终结合公众的实际需求,建设服务型政府、发挥政府的主导作用,强化公共服务供给模式以及加强公共服务中的公民参与等方面,探讨对公共服务供给如何改善的有效对策,以使公众的合理需求能够得到更好地满足。
[Abstract]:The growing public demand and the insufficient supply of public services by local governments have developed into a very prominent contradiction in the process of building a well-off society in an all-round way and realizing social transformation. In the areas of housing, social security, education, health care, public transport, public safety, environmental protection, and so on, the reasonable needs of the public are often not effectively met. This causes the imbalance between the supply and demand of public services in Ji'an, which is becoming more and more serious. How to solve the contradiction between the supply and demand of public service effectively can create positive conditions for the overall development of human being, at the same time, it will help to ease the social contradiction and improve the people's livelihood. In this study, the author will start with the disequilibrium relationship between the total supply and demand of public services and the structural disequilibrium, under the premise of analyzing the realistic relationship between the public service supply and the public demand of the local government in Ji'an. The main factors that influence the supply and demand of local government public service, such as the financial ability, the concept of local government, the quality of government personnel, the lack of public expression mechanism, the lack of public participation in decision-making, etc. Finally, combining with the actual demand of the public, building a service-oriented government, giving play to the leading role of the government, strengthening the mode of public service supply and strengthening the citizen participation in public service, this paper discusses the effective countermeasures of how to improve the public service supply. So that the reasonable needs of the public can be better met.
