山东省城乡居民最低生活保障制度统筹问题研究

【摘要】：城镇化建设的不断推进以及社会主义新农村建设呼声的持续高涨,导致城乡分治的最低生活保障制度不再适应当今社会保障制度的发展,也阻碍了我国低保制度一体化的进程跟社会保障一体化的进程。现如今社会保障统筹的步伐不断加快,养老保险、医疗保险已基本实现统筹,作为社会救助最后一道防线的最低生活保障制度的统筹帷幕也已拉开,不少省市开始构建低保统筹的制度。山东省作为经济大省,有必要也有可能实现低保的城乡统筹,山东省低保统筹已拉开帷幕,探讨山东省的低保统筹建设具有重大的意义。本文立足山东省的实际情况,结合国内外学者的以往成果,对山东省低保统筹问题进行探讨。从基本概念与理论出发,对山东省最低生活保障制度的现状进行剖析,通过对山东省农村和城市之间的比较,指出山东省城乡低保差异存在的原因。通过对国内典型地区的典型案例进行比较分析,探讨对山东省最低生活保障制度统筹问题的启示。结合山东省低保现状并通过借鉴其他地区的经验,提出了适应山东省低保统筹的对策与措施,建立制度统一标准有别的低保统筹模式。本文在以下方面实现了创新。一是依据山东省最新的制度情况,研究山东省统筹城乡低保制度的建设,研究视角具有一定的创新性。二是观点有创新之处,提出了分区域滚动统筹的低保统筹模式。本文运用SPSS软件对山东省17市的低保标准做了聚类分析,将山东省按照低保标准分成三个区域,每个区域内实现城市之间和农村之间的低保统筹,并在滚动提高的基础上实现山东省的统筹。
[Abstract]:With the continuous development of urbanization and the rising voice of the construction of new socialist countryside, the minimum living security system of urban and rural areas is no longer suitable for the development of social security system today. It also hinders the process of integration of minimum security system and social security system. Nowadays, the pace of social security as a whole has been speeding up, the endowment insurance and medical insurance have basically realized the overall plan, and the curtain of the minimum living security system, which is the last line of defense for social assistance, has also been opened. Many provinces and cities began to build a system of low-security coordination. As a big economic province, it is necessary and possible to realize the urban and rural planning of the minimum living standard in Shandong Province. It is of great significance to discuss the overall construction of the minimum living standard in Shandong Province. Based on the actual situation of Shandong Province and the previous achievements of scholars at home and abroad, this paper probes into the problem of overall planning of minimum living standard in Shandong Province. Based on the basic concepts and theories, this paper analyzes the present situation of the minimum living security system in Shandong Province, and points out the reasons for the difference between rural and urban areas in Shandong Province. Based on the comparative analysis of typical cases in typical areas of China, this paper discusses the implications for the overall planning of the minimum living security system in Shandong Province. Based on the current situation of minimum living standard in Shandong Province and the experience of other regions, this paper puts forward the countermeasures and measures to adapt to the overall planning of minimum living standard in Shandong Province, and establishes the unified standard of system and other modes of overall planning of minimum living standard. This article has realized the innovation in the following aspects. First, according to the latest system situation of Shandong Province, this paper studies the construction of urban and rural minimum security system in Shandong Province. Second, the viewpoint has the innovation, proposed the sub-regional rolling overall plan lowly as a whole model. In this paper, we use SPSS software to analyze the minimum living standard of 17 cities in Shandong Province, and divide Shandong Province into three regions according to the minimum living standard. And on the basis of rolling improvement to achieve the overall plan of Shandong Province.
