邻避设施选址中公众态度影响因素及形成机理研究

【摘要】：随着我国城市化进程的不断加快,城市人口的陡然增加使得城市的承载能力逐渐超负荷,对邻避设施的需求越来越迫切,而由于邻避设施自身的负外部性导致出公众的邻避情结,近年来,邻避冲突事件发生的频率越来越高,我国邻避设施的建设陷入两难窘境,因此规避邻避风险成为一大棘手的社会问题,而要化解邻避冲突的前提是辨析公众态度的影响因素及形成机理。论文采用多案例和单案例研究两种方法分别分析邻避设施选址中公众态度的影响因素及内在形成机理。首先,在分析国内外参考文献的基础上,结合利益相关者理论、Thomas二维冲突理论、感知理论作为理论依据,构建了“邻避设施冲突”和“公众态度”两个概念模型,作为全文的概念基础。其次,选取10个邻避设施冲突的典型案例,运用扎根理论对案例资料进行梳理,从中提取理论,建立了冲突-情境-态度模型,得出公众态度受到风险感知、收益感知、政府信息披露感知和政府履职感知四个因素的影响。最后,选取哈尔滨群力污水厂事件进行局部探索型的单案例研究,对该污水厂选址周边的居民做了实地访谈,放在多重逻辑的框架下分析公众态度形成的内在机理,得出公众态度的形成遵循有限理性、科层制、计划行为及社群四个逻辑的结论。其中有限理性逻辑下,公众通过风险收益的衡量追求自身利益最大化;在科层制逻辑下,政府受到双重利益诉求的驱使表现为回避型治理策略;在计划行为逻辑下,政府权威下的屈从心理在个体感知形成过程中起到了调节作用;在社群逻辑下,群体中主观准则的因素在公众态度的形成过程中起到了重要作用。
[Abstract]:With the accelerating process of urbanization in China, the sudden increase of urban population makes the carrying capacity of cities gradually overload, and the demand for adjacent facilities is becoming more and more urgent. Due to the negative externalities of the adjacent facilities, the public's neighbor avoidance complex, in recent years, the conflict avoidance incidents occur more and more frequently, and the construction of the adjacent avoidance facilities in our country is in a dilemma. Therefore, avoiding adjacent risks has become a thorny social problem, and the premise to resolve the conflict is to differentiate and analyze the influencing factors and formation mechanism of public attitude. In this paper, multi-case and single-case studies are used to analyze the influence factors and internal formation mechanism of the public attitude in the location of adjacent facilities. First of all, based on the analysis of domestic and foreign references, combining stakeholder theory with Thomas two-dimensional conflict theory and perception theory as the theoretical basis, this paper constructs two conceptual models of "conflict of adjacent facilities" and "public attitude". The conclusion is that the formation of public attitude follows the logic of limited rationality, hierarchical system, planning behavior and community. In the logic of limited rationality, the public pursues the maximization of their own interests through the measurement of risk and income; under the logic of stratification, the government is driven by double interest demands as the evasive governance strategy; under the logic of planning behavior, The subordination psychology under the government authority plays a regulating role in the formation of individual perception; in the community logic, the factors of subjective criteria in the group play an important role in the formation of public attitude.
