网络舆情对公共危机管理的影响及其应对

【摘要】：当今网络的快速发展及便携式科技产品的普及,给网络舆情的产生、形成和发展提供了条件,对公共危机管理的影响也日益凸显。网络舆情不但是公众切身诉求表达的集中体现,同时还能够作为拷问政府公共危机管理能力的测量工具,由此网络舆情危机治理引发理论界和实践界的关注就是必然的事情。作为公共危机管理的主要治理主体之一,政府能否及时有效地处理各类网络舆情危机事件,将成为衡量现今政府管理水平的一项重要指标,因此,提高政府管理者的素质与舆情引导能力,将成为政府应对网络舆情危机事前管理的一个重要砝码,政府如何健全与完善应对网络舆情危机的管理体系,并构建网络舆情危机的预防和应对机制,直接关系到我国公共危机管理的效益和效果,是所有政府工作人员必须正视的新挑战和新课题。本文主要研究思路和技术路线：首先,基于前期理论研究成果,阐述分析了网络舆情以及公共危机管理的概念,明确了网络舆情与公共危机管理的主要特征和关系。然后,在此基础上,分析了网络舆情对于公共危机管理产生的影响还有导致公共危机管理失效的主要原因,特点是重点分析了网络舆情对于公共危机管理施加的负面影响,还有面对网络舆情公共危机管理未能奏效的具体原因。最后,得出网络舆情的公共危机管理应主要依循事前预防为主,事中应对为重,事后总结为辅的方针,并具体提出了规避网络舆情对公共危机管理的负面影响的具体建议。以此为探索应对中国网络舆情危机管理提供理论参考,并为进一步提升我国政府的公共危机管理能力给予实践参考。
[Abstract]:Nowadays, the rapid development of network and the popularization of portable scientific and technological products provide conditions for the generation, formation and development of network public opinion, and the impact on public crisis management is increasingly prominent. Network public opinion is not only a concentrated expression of public demand, but also can be used as a measurement tool to torture the government's ability of public crisis management. Therefore, it is inevitable that the crisis management of network public opinion causes the attention of the theoretical and practical circles. As one of the main governance subjects of public crisis management, whether the government can deal with all kinds of network public opinion crisis events in a timely and effective manner will become an important index to measure the current government management level. Improving the quality of government managers and guiding ability of public opinion will become an important weight for the government to deal with the crisis of network public opinion beforehand. How can the government improve and perfect the management system to deal with the crisis of network public opinion? And the construction of network public opinion crisis prevention and response mechanism, directly related to the effectiveness and effectiveness of our public crisis management, is all government staff must face the new challenges and new topics. The main research ideas and technical routes in this paper are as follows: firstly, based on the previous theoretical research results, this paper expounds and analyzes the concepts of network public opinion and public crisis management, and clarifies the main characteristics and relations between network public opinion and public crisis management. Then, on this basis, the paper analyzes the influence of network public opinion on public crisis management and the main reasons that lead to the failure of public crisis management, which is characterized by the analysis of the negative impact of network public opinion on public crisis management. Also faces the network public opinion public crisis management to fail the concrete reason. Finally, the paper draws the conclusion that the public crisis management of network public opinion should mainly follow the principle of prevention in advance, dealing with it first and summing up afterwards, and puts forward concrete suggestions to avoid the negative influence of network public opinion on public crisis management. It provides a theoretical reference for China's network public opinion crisis management, and provides practical reference for further improving our government's ability of public crisis management.
