广西政府决策中的商会组织参与研究

【摘要】：随着公民社会的逐步兴起,第三方非政府组织参与社会事务、为政府承担相当一部分的行政职能成为一种趋势。当前社会发展的需求已不再是政府单方面提供公共服务的传统模式能够满足,因而扶持政府以外的公共服务机构一社会组织,就成为解决“有限政府”这样尴尬困境的一个有效途径。由于市场和政府都存在其固有的缺陷,有时甚至会出现市场政府双失灵的困顿局面,既然市场和政府都不是万能的,若没有更好的主体来加以有效地管理和控制,那么社会各种危机出现的概率就会大大地增加,不可预知的危机事件更会加剧政府的失灵。在这种情形下,充分地动员社会力量、运用社会资源来解决危机是一种必然的、科学的趋势。工商联和民政部门领导的商会组织在聚合行业力量、提供公共服务、构建行业秩序、维护企业权益方面发挥巨大作用,政府决策日益科学化和民主化,因此商会组织参与到公共政策日程中来成为必然。尤其广西地处西南边陲面向东南亚接轨国际的重要地理位置,又是民族多样化和旅游业高度发达的地区,因此政策环境也相对更加的复杂,政府需要顾虑的因素很多,政策的出台更应该谨慎、科学,否则牵一发而动全身,严重的失误还可能影响到全国的宏观经济布局。社会组织参与政府决策有利于加快广西政府职能的转变,肯定其社会组织的政治地位,使广西自治区政府顺利实现角色转变。社会组织作为公共政策参与主体之一配合协助政府政策,对实现广西政府决策层和社会民众间充分的沟通与交流,对落实以人为本的科学发展观,促进自治区的和谐,对于构建整个国内环境的和谐都有十分积极的作用。首先,本文从选题背景和研究意义开始,把社会组织、公共政策、政府这三者的概念和相关关系作了简要的陈述,以社会组织是什么,它的性质、职能、优势分别予以准确定位;再以社会组织为什么要参与政府决策,从政府管理职能的短板,和社会发展需求分别体现了社会组织参与政府决策的必要性;最后再从社会组织如何更好地参与到政府的决策中来进行具体的论述。其次广西商会组织作为广西社会组织中的一员,更细致地深化了社会组织在参与政策中的具体过程,通过商会组织这一窗口透视出社会组织在参与中存在的普遍问题。本文在对广西商会组织参与政策的途径、环节、功能等方面作了具体的描述和分析,以此折射出广西商会组织参与政府决策的现状。然后列举出广西商会组织参与政府决策中存在的问题,并从商会自身的主观能力方面,以及客观的法律环境和政府理念方面来探究问题存在的根源。最后在归纳和总结国内外先进发达的国家及某些城市,在处理商会组织参与公共政策的先进经验的基础上,构建适合广西商会组织参与政府决策的优良模式,提出了健全法律体系、营造良好政治参与氛围、推进政府决策过程透明化以及提升广西工商联政策参与能力方面的相应对策。

The demand for the current social development is no longer satisfied by the traditional mode of providing public services on one side by the government, thus supporting a social group outside the government. Weaving is an effective way to solve the awkward predicament such as the "limited government". Because the market and the government have its inherent defects, sometimes even the market government double failure situation, since the market and the government are not omnipotent, if there is no better owner to be effectively managed and controlled, then the society is all The probability of the emergence of a crisis will increase greatly, and the unpredictable crisis will aggravate the failure of the government. In this case, it is an inevitable and scientific trend to mobilize social forces and use social resources to solve the crisis. The chamber of Commerce and commerce, led by the Civil Affairs Department, provides public clothing in the aggregate industry. It is necessary for the chamber of Commerce to participate in the agenda of public policy. Especially, Guangxi is located in the important geographical position of the south-west border to Southeast Asia, and it is also a highly developed national diversity and tourism industry. Therefore, the policy environment is also more complex, and the government needs many factors to worry about. The policy is more prudent and scientific. Otherwise, the serious error may affect the macro economic layout of the whole country. The participation of social organizations in government decision-making is conducive to speeding up the transformation of the functions of the government of Guangxi and affirming its society. The political status of the organization makes the government of the Guangxi autonomous region smoothly realize the role transformation. As one of the participants of the public policy, the social organization helps the government policy, realizes the full communication and communication between the decision-making layer of the government of Guangxi and the social people, and builds the whole of the people-oriented Scientific Outlook on Development and promotes the harmony of the autonomous region. The harmony of the domestic environment has a very positive effect. First of all, this article begins with the background and significance of the topic, and makes a brief statement of the concept and relation of the three parties of social organization, public policy and government. Participation in government decision-making, from the short board of government management functions, and the needs of social development respectively reflect the necessity of the social organization to participate in government decision-making; finally, the social organization can participate in the decision of the government better. Secondly, the organization of the Guangxi chamber of Commerce as a member of the social organization of Guangxi is further deepened. The specific process of social organization in the participation of the policy, through the chamber of Commerce to organize this window to see out the common problems of the social organization in participation. This paper gives a specific description and Analysis on the ways, links and functions of the Guangxi chamber of commerce organization to participate in the policy, which reflects the status of the Guangxi chamber of commerce organization to participate in the government's decision-making. And then enumerates the problems existing in the Guangxi chamber of commerce organization to participate in the government's decision-making, and explores the origin of the problem from the subjective ability of the chamber of Commerce, the objective legal environment and the government idea. Finally, it summarizes and summarizes the advanced developed countries and some cities at home and abroad, and deals with the public policy of the chamber of Commerce in dealing with the organization of the chamber of Commerce. On the basis of advanced experience, we build a good model suitable for the participation of Guangxi chamber of Commerce in government decision-making, and put forward the corresponding policies to improve the legal system, create a good atmosphere for political participation, promote the transparency of the government's decision-making process and enhance the participation capacity of the Guangxi Federation of industry and commerce.
