智慧教育政产学研用建设中的政府职能发挥研究

【摘要】：2009年,IBM公司提出“智慧城市”的概念,随后智慧城市在全球范围内得到迅速发展。随着我国经济和信息技术的发展,智慧城市也成为我国城市发展的必然趋势。伴随智慧城市的兴起,智慧教育作为智慧城市体系的重要组成部分,大力发展智慧教育也已成为国际社会的共识。但是由于智慧教育出现时间短,没有一个成功模式借鉴,同时针对智慧教育研究多集中于教育学角度下的内涵、要素等本体研究,缺乏实践层面建设路径研究。此外,智慧教育建设复杂性,多元化等特点,增加智慧教育建设的难度。因此,智慧教育建设研究成为急需解决的问题。另一方面,产学研在我国经历长时间发展,促进我国科技事业发展同时,极大提高社会经济效益,随着创新2.0的到来,产学研演变为凸显政府引导和用户体验的政产学研用模式。但是政产学研用合作发展同样面临产学研中的政府职能缺位问题。因此,本文首先提出智慧教育政产学研用的建设路径;其次,基于政府职能视角,研究政府如何发挥职能,引导智慧教育政产学研用合作效益最大化。本文主要通过第一,基于三螺旋理论分析政府政产学研用中职能发挥;第二,对比分析美国、英国、韩国政府在产学研发展过程中的职能发挥;第三,选取成都市智慧教育政产学研用建设案例进行实证分析。最后,基于理论分析、对比分析及案例研究为基础,针对智慧教育政产学研用建设中政府职能发挥提出政策建议,为国内外政府推进智慧教育建设提供一定借鉴参考价值。
[Abstract]:In 2009, IBM put forward the concept of "smart city", and then developed rapidly around the world. With the development of economy and information technology, intelligent city has become an inevitable trend of urban development in China. With the rise of the intelligent city, the intelligent education as an important part of the intelligent city system, the development of intelligent education has become the consensus of the international community. However, due to the short time of the emergence of wisdom education, there is not a successful model for reference. At the same time, the study of wisdom education mainly focuses on the connotation, elements and other ontological research under the pedagogy perspective, and lacks of practical level construction path research. In addition, the complexity and diversity of the construction of wisdom education increase the difficulty of the construction of wisdom education. Therefore, the wisdom education construction research has become the urgent need to solve the problem. On the other hand, the development of industry, university and research in our country has been going on for a long time, promoting the development of science and technology in our country, and at the same time, greatly improving the social and economic benefits. Industry, education and research has evolved into a model of government guidance and user experience. However, the cooperation between government, industry, education and research also faces the problem of the absence of government functions in the field of industry, education and research. Therefore, this paper first puts forward the construction path of wisdom education, education, education and research; secondly, based on the perspective of government functions, it studies how the government can play its role and guide the wisdom education, education, education and research to maximize the efficiency of cooperation. This article mainly through the first, based on the three-helix theory to analyze the government politics, education and research can play the role of secondary vocational education; second, comparative analysis of the United States, the United Kingdom, South Korea in the process of development of the functions of the government; third, This paper chooses the case of Chengdu wisdom education, industry, education and research to carry on the empirical analysis. Finally, on the basis of theoretical analysis, comparative analysis and case study, this paper puts forward some policy suggestions for the development of government functions in the construction of intelligent education, education, industry and research, and provides some reference value for the governments at home and abroad to promote the construction of wisdom education.
