突发公共事件管理中政府与媒体的互动研究

【摘要】：新世纪以来,我国进入了突发公共事件频发的时期。如何有效应对处置突发公共事件,全力维护公众利益已成为摆在政府面前的一个重大课题。作为突发公共事件管理的主导者,政府想要获得公众的理解、认同与支持,就必须将及时、准确、全面地发布信息作为前提,在这一过程中政府需要借助媒体的力量,正确引导社会舆论,及时有效化解危机；作为突发公共事件管理的参与者,媒体肩负着传播解读信息,满足公众知情权,协助政府进行突发公共事件管理的义务。因此,只有政府与媒体二者形成良性互动的关系,才能建立科学的信息传播与沟通的机制,从而有效处置突发公共事件。从我国现实的情况来看,政府与媒体在突发公共事件管理中的互动并不理想。政府受信息公开法律界定模糊,“稳定压倒一切”的思维定势以及对媒体作用认识不足等原因影响,在突发公共事件管理过程中存在迟报、漏报甚至隐瞒、谎报信息等情况,而媒体因为受政府过渡管制、追求自身利益等因素制约,存在缺位、失语、自律性不强等问题。政府与媒体的这种不融洽关系,势必对突发公共事件的有效处置产生负面影响。本文将首先通过不同的案例论证突发公共事件管理中政府与媒体良性互动的重要性；其次就政府与媒体两个不同的互动主体各自所不同的管理方式、利益诉求等方面分析二者在互动过程中存在的主要问题；最后就政府与媒体如何在突发公共事件管理中构建良性互动的关系提交相对合理的制度性建议。
[Abstract]:Since the new century, China has entered a period of frequent public emergencies. How to deal with public emergencies effectively and protect the public interests has become an important subject in front of the government. As the leader of public emergency management, if the government wants to get public understanding, recognition and support, it must release information in a timely, accurate and comprehensive manner. In this process, the government needs to rely on the power of the media. As participants in the management of public emergencies, the media shoulder the duty of spreading and interpreting information, satisfying the public's right to know, and assisting the government in the management of public emergencies. Therefore, only when the government and the media form a positive interaction relationship, can we establish a scientific mechanism of information dissemination and communication, so as to deal with public emergencies effectively. From the reality of our country, the interaction between government and media in emergency public affairs management is not ideal. The government is influenced by the vague definition of the law of information disclosure, the thinking pattern of "stability over everything" and the lack of understanding of the role of the media. In the course of the management of public emergencies, there are situations such as late reporting, failing to report or even concealing or lying about information, etc. However, the media are restricted by the government's transitional regulation and pursue their own interests, and there are some problems such as absence, aphasia, lack of self-discipline and so on. The unharmonious relationship between the government and the media will inevitably have a negative impact on the effective handling of public emergencies. Firstly, this paper will demonstrate the importance of benign interaction between government and media in the management of unexpected public events through different cases. Secondly, the two different subjects of interaction between government and media will be managed in different ways. This paper analyzes the main problems existing in the process of interaction between the two parties from the aspects of interest demand and so on. Finally, it puts forward relatively reasonable institutional suggestions on how to construct a benign interactive relationship between the government and the media in the management of unexpected public events.
