阿勒泰地区基层公务员职业倦怠实证研究

【摘要】:随着我国政府部门逐渐朝着服务型政府转变,政府的公共服务能力和行政执行力逐渐受到了广大群众的关注。基层公务员作为政府决策的执行者,在公共服务领域起到至关重要的作用,是建立服务型政府的中坚力量。笔者以此为切入点,选取阿勒泰地区县级及以下政府机关和街道办事处从事基层工作的公职人员为研究对象,运用分层抽样法收集问卷,对选定研究对象的职业倦怠情况进行了实证分析。实证部分采用了国内外普遍认可的MBI-GS量表以及职业倦怠影响因素量表。通过以上量表测量阿勒泰地区基层公务员是否存在职业倦怠现象以及产生职业倦怠现象的原因。问卷部分由基本信息、职业倦怠量表、职业倦怠影响因素量表构成。利用SPSS17.0统计软件对收回的问卷统计分析,得到以下结论:第一,阿勒泰地区基层公务员存在中度的职业倦怠现象。第二,阿勒泰地区基层公务员职业倦怠现象表现为情绪耗竭、玩世不恭以及低效能感。第三,个体特征下阿勒泰地区基层公务员职业倦怠现象存在一定差异。第四,导致阿勒泰地区基层公务员职业倦怠的原因大致可由个体因素、组织因素、社会因素组成。其中,组织因素较其他两个因素表现更为突出。第五,文章最后试图从心理健康、绩效考核、薪酬待遇、晋升渠道、培训体系、社会支持以及沟通机制方面给出缓解阿勒泰地区基层公务员职业倦怠的对策建议。
[Abstract]:With the gradual transformation of government departments to service-oriented government, the public service capacity and executive power of the government have been paid more and more attention by the masses. As the executor of government policy, grass-roots civil servants play a vital role in the field of public service and are the backbone of the establishment of service-oriented government. Taking this as the starting point, the author selects the public officials working at the grass-roots level in the county level and below in Altay as the research object, and collects the questionnaire by stratified sampling method. This paper makes an empirical analysis on the job burnout of the selected subjects. The empirical part adopts the MBI-GS scale and the influencing factors scale of job burnout which are generally accepted at home and abroad. To measure whether there is job burnout and the causes of job burnout among the basic civil servants in Altay area by the above scale. The questionnaire is composed of basic information, job burnout scale and influencing factors of job burnout. By using the SPSS17.0 statistical software to analyze the collected questionnaires, the following conclusions are obtained: first, the phenomenon of moderate job burnout exists in the grass-roots civil servants in Altay. Secondly, job burnout of basic civil servants in Altay area is manifested by emotional exhaustion, cynicism and low efficacy. Thirdly, there are some differences in the phenomenon of job burnout of civil servants in Altay area under individual characteristics. Fourth, the causes of job burnout of basic civil servants in Altay area can be roughly composed of individual factors, organizational factors and social factors. Among them, organizational factor is more outstanding than the other two factors. Fifthly, the article finally tries to give the countermeasures and suggestions to alleviate the occupational burnout of grass-roots civil servants in Altay area from the aspects of mental health, performance appraisal, salary, promotion channel, training system, social support and communication mechanism.
