【摘要】：政治沟通作为现代政治学的重要研究领域,成为多数国家政府和学者研究的重点问题。中国是社会主义国家,我们一直再走人民当家做主,以人为本的道路,政府也一直非常重视与公民之间的关系。因此,政府与公民的政治沟通在我国是必不可少的,更加需求我国创建科学的政治沟通体系。进入21世纪以来,政府与公民的政治沟通已经成为民主政治的重要内容,更是逐步向服务型政府过渡的基本途径,而随着经济、教育的发展,公民的政治参与意识的不断提升,也需要通过一定的渠道来维护自己的政治权利。因此,政府与公民的政治沟通显得极为重要,提升政府和公民之间的政治沟通效率可以有效促进我国民主政治的实现。改革开放以来,随着市场经济的发展,利益介入了政府与公民之中,使政府与公民的关系复杂化。而如今中国正处于社会转型的重要时期,政府与公民的关系的变化和交流会影响政治体制的改革。为此,本文根据我国现有的发展情况,笔者提出了政府与公民的政治沟通应该是:“政府与公民通过一定的渠道进行政治信息上的传递、相互交换的过程。”针对政府与公民政治沟通发展中出现的问题,包括政府与公民之间沟通不畅,导致政府决策有时无法正确实施,公民政治权利得不到维护。而我国政府与公民政治沟通不畅也受到很多因素的影响,例如,政府和公民的政治信息在传递过程中因为沟通主体素质或沟通渠道等会产生一些“噪声”;我国封建文化思想依然影响着政府与公民的沟通意识;政府与公民的沟通渠道不畅等都会导致政治沟通过程难以完成。对我国政府与公民政治沟通的问题进行分析。制定一系列可行性对策,提升政府与公民的素质与沟通能力,拓宽政治沟通的渠道,建设制度化的政府与公民政治沟通,积极发展大众传媒和互联网的优势来保障政府与公民之间政治沟通有效的进行。
[Abstract]:As an important research field of modern political science, political communication has become the focus of most governments and scholars. China is a socialist country, we have been the people as masters, people-oriented road, the government has always attached great importance to the relationship with the citizens. Therefore, the political communication between government and citizens is essential in our country. Since entering the 21st century, the political communication between government and citizens has become an important part of democratic politics, and it is also a basic way to gradually transition to a service-oriented government. With the development of economy and education, citizens' consciousness of political participation has been raised constantly. We also need to safeguard our political rights through certain channels. Therefore, the political communication between government and citizens is very important, and improving the efficiency of political communication between government and citizens can effectively promote the realization of democratic politics in our country. Since the reform and opening up, with the development of market economy, interests have been involved in the relationship between government and citizens, which complicates the relationship between government and citizens. At present, China is in an important period of social transformation. The change of the relationship between government and citizens will influence the reform of political system. Therefore, according to the present development of our country, the author puts forward that the political communication between government and citizen should be: "the process of political information transmission and exchange between government and citizen through certain channels." In view of the problems in the development of the political communication between the government and the citizens, including the poor communication between the government and the citizens, the decision-making of the government is sometimes unable to be carried out correctly, and civil and political rights are not protected. However, the poor political communication between our government and citizens is also affected by many factors. For example, the political information between the government and citizens will produce some "noise" in the transmission process because of the quality of communication subjects or communication channels. The feudal cultural thought of our country still affects the communication consciousness between the government and the citizen, and the communication channel between the government and the citizen will be difficult to complete the process of political communication. To our country government and citizen political communication problem carries on the analysis. To formulate a series of feasible countermeasures to improve the quality and communication ability of the government and citizens, broaden the channels of political communication, and build an institutionalized political communication between the government and citizens. Actively develop the advantages of mass media and the Internet to ensure effective political communication between government and citizens.
