水利水电工程库区移民搬迁安置容量分析设计研究

【摘要】：现今,水资源是制约内陆城市社会经济发展和生态环境建设的制约因素之一,因此建设水利枢纽工程具有重要意义,各地结合其境内流域情况,修建适当规模的水利水电工程,以缓解水资源供需矛盾、电力不足等资源性现状,为改善地区生态环境、促经社会稳定提供战略性条件。修建水利水电工程的同时,由于淹没损失量大而产生移民人数众多、土地安置容量有限和非自愿移民等问题随之而来,其中本文以水利水电工程移民安置容量——引汉济渭三河口水利枢纽工程移民环境容量分析为例,对制约影响水利水电工程淹没区、影响区及工程占地区移民环境容量的各种因素展开系统的分析。经过系统性的分析研究移民环境容量指标体系,确定了移民环境容量分析是由“四系”构成,分别指的是自然因素体系、社会因素体系、自然因素体系和经济因素体系等。在根据对工程移民及安置区的土地人口、城乡规划建设、建设区和安置区的社会经济等方面的环境容量调查的基础上,通过对引汉济渭工程三河口库区的移民环境容量进行分析论证,组建一个适用于本水库的多因素系统,将制约性因素系统的融合起来展开定量分析,最终研究出三河口库区的搬迁安置人口数量及安置区的环境容量,以判断是否可以容纳搬迁安置移民。
[Abstract]:Nowadays, water resources are one of the restrictive factors that restrict the social and economic development and ecological environment construction in inland cities. Therefore, it is of great significance to construct water conservancy and hydropower projects of appropriate scale, In order to alleviate the contradiction between supply and demand of water resources, power shortage and other resource status, this paper provides strategic conditions for improving regional ecological environment and promoting economic stability. During the construction of water conservancy and hydropower projects, due to the large amount of submerged losses, the number of migrants is large, the land resettlement capacity is limited and the problems of involuntary migration come along. This paper takes the resettlement capacity of water conservancy and hydropower projects as an example-the analysis of the environmental capacity of migrants from the Huan-Ji-Wei third Estuary Water Conservancy Project, which restricts the inundated area of water conservancy and hydropower projects. The factors affecting the environmental capacity of regional migrants are systematically analyzed. Through systematic analysis and study on the index system of emigration environmental capacity, it is determined that the analysis of emigration environmental capacity is composed of "four systems", which refer to natural factor system, social factor system, natural factor system and economic factor system respectively. On the basis of an investigation of the environmental capacity of the land population, urban and rural planning and construction, and the social and economic aspects of the construction and resettlement areas of the project resettlement and resettlement areas, Through the analysis and demonstration of the environmental capacity of migrants in the Sanhekou Reservoir area of the Huan-Ji-Wei Project, a multi-factor system suitable for this reservoir is set up, and the binding factor system is combined to carry out quantitative analysis. Finally, the number of relocation population and the environmental capacity of resettlement area in Sanhekou Reservoir area are studied to determine whether the relocation resettlement can be accommodated or not.
