拉萨市新型城镇化中的地方政府职能转变研究

【摘要】：城镇化是现代化的重要标志,我国地方政府在引导城镇化发展的过程中扮演着重要角色。新型城镇化的战略价值在于通过人口城镇化,激活新时期国家的发展动力,新老城镇化的内涵差异呼吁地方政府职能进行适应性调整。西藏是我国极具特殊性的边疆民族地区,在国家的发展战略中具有特殊的地位。①拉萨市作为西藏自治区首府,历史悠久、首位优势明显,未来新型城镇化中地方政府能否及时转变职能回应发展需要,对全区乃至全国的发展和稳定意义重大。本文运用文献研究法和实地调查法,分析了拉萨市城镇化过程中地方政府职能履行可能存在的问题并提出对策。论文创新点,是将治理理念作为新型城镇化与地方政府职能转变的价值纽带,促成二者“以人为本”战略观的整体融合。文章认为,新型城镇化在支撑力、推动力、牵引力和自我更新力四个方面,与地方政府职能转变的动因紧密相关;地方政府则在履行经济、政治、文化、社会、生态五项职能的过程中全面促进新型城镇化又好又快发展。最后,治理主体多元化、关系网络化和工具市场化,构成拉萨市新型城镇化中地方政府职能转变的行动框架。
[Abstract]:Urbanization is an important symbol of modernization, and local governments play an important role in guiding the development of urbanization. The strategic value of new urbanization lies in activating the motive force of national development in the new period through population urbanization, and the difference of connotation between new and old urbanization calls for local government functions to be adjusted adaptively. Tibet is a borderland ethnic region with great particularity in our country. In the national development strategy, Lhasa has a special position. As the capital of the Tibet Autonomous region, Lhasa has a long history, and its first advantage is obvious. It is of great significance to the development and stability of the whole region and even the whole country whether the local government can change its functions in time to respond to the development needs in the future new urbanization. Using the method of literature research and field investigation, this paper analyzes the possible problems existing in the function of local government in the process of urbanization in Lhasa and puts forward some countermeasures. The innovation point of the paper is to regard the governance idea as the value link between the new urbanization and the function transformation of the local government, and to promote the integration of the two "people-oriented" strategic views. The article holds that the new urbanization is closely related to the motivation of the transformation of the function of local government in the four aspects of support, impetus, traction and self-renewal, while the local government is performing economic, political, cultural and social functions. Ecological five functions in the process of comprehensive promotion of new-type urbanization sound and rapid development. Finally, the diversification of governance subjects, the networking of relations and the marketization of tools constitute the framework of the transformation of local government functions in the new urbanization of Lhasa.
