上海市政府公务用车改革研究

【摘要】：为贯彻落实党的十八大和十八届三中全会精神及《党政机关厉行节约反对浪费条例》,中共中央办公厅、国务院办公厅印发了《关于全面推进公务用车制度改革的指导意见》和《中央和国家机关公务用车制度改革方案》,要求全国各省市、地区加大公务用车制度改革的力度,进一步规范公务用车运行管理。我国公务用车制度存在着大量的如同屡禁不止的公车私用或超额配备公务用车等等问题,上海作为较早开展公务用车改革的地区,积累了一些改革的经验,也遇到了一系列问题。本人对上海市公务用车改革的现状、改革试点的实施情况和存在的问题进行了研究分析,并借鉴国外的制度发展和国内其他地区公务用车改革的经验,制定了相应的解决措施。本人采取了文献研究法、对比分析法、案例研究法,在论文的写作过程中主要分为六个部分：第一部分主要是对研究的背景、意义、国内外研究现状等问题进行简单的介绍；第二部分主要是对相关的概念及理论知识进行介绍,阐述了公务用车和公务用车改革的概念,对公共产品、公共政策以及新公共理论进行简单的阐述分析；第三部分主要是对上海市公务用车改革的现状进行阐述分析,找出上海市公务用车改革中存在的问题,并且对原因进行了总结分析：第四部分主要是对国外公务用车制度的发展状况和国内其他地区的公务用车改革情况进行了介绍,并总结其对上海是公务用车改革发展的启示；第五部分主要是对完善上海市公务用车改革提出了相应的策略；第六部分是结语。希望通过本篇论文的研究能够有效的促进上海市公务用车改革的发展,解决公务用车改革后上海市公务用车制度和管理上存在的问题,促进公务用车管理的良好发展。
[Abstract]:The central office of the Central Committee of the Communist Party of China and the office of the State Council issued the guiding opinions on the comprehensive promotion of the reform of the system of public service vehicles and the reform scheme for the public service system of the central and state organs for the implementation of the eighteen major and the third Plenary Session of the 18th CPC Central Committee spirit of the party and the regulation of the party and the party and the government, and the regulations of the party and the government, and the office of the State Council. In the area, there are many problems in the public service vehicle system in China, such as the private use of public vehicles which are repeatedly banned or overequipped with public service vehicles. I have made a study and Analysis on the current situation of the reform of public service vehicles in Shanghai, the implementation of the reform pilot and the existing problems, and drew on the experience of the foreign system development and the reform of public service vehicles in other areas of the country, and made corresponding solutions. I have adopted the literature research method, the comparative analysis method, the case study method, and the method of case study. The writing process of the paper is divided into six parts: the first part is the brief introduction of the background, the significance, the domestic and foreign research status and so on. The second part mainly introduces the related concepts and theoretical knowledge, expounds the concept of the reform of public service vehicles and public service vehicles, and the public products and public policies. And the new public theory is briefly expounded and analyzed. The third part is mainly to analyze the current situation of the reform of public service vehicles in Shanghai, find out the existing problems in the reform of public service vehicles in Shanghai, and summarize and analyze the reasons: the fourth part is mainly about the development of foreign public service vehicle system and other domestic other countries. The reform of public service vehicles in the area is introduced, and the enlightenment to the reform and development of public service vehicles in Shanghai is summarized. The fifth part is mainly the corresponding strategy for improving the reform of the public service vehicle in Shanghai; the sixth part is the conclusion. The hope that the research of this paper can effectively promote the reform of the public service car in Shanghai. To solve the problems of public service vehicle system and management in Shanghai after the reform of official vehicles, and to promote the sound development of official vehicle management.
