湖南省公共安全治理问题及对策研究

【摘要】：当前,我国正处在一个高风险的世界环境中,传统国家安全和公共安全治理框架已经不足以应对各种跨界风险和危机。随着各类公共安全问题的日益突出,公共安全事件的频繁发生,政府治理公共安全问题的能力面临着严峻挑战。从湖南省公共安全治理工作的当前情况来看,同样存在诸多薄弱环节,比如,综合治理机制不完善、职能部门协调不顺畅、公共安全管理法制不健全、应急救援能力不足等问题客观存在,这些都直接影响了行政工作效能和人民群众的安全感、满意度。而要有效应对挑战,就需要国家有效整合各部门资源,建立健全高效完备的综合性公共安全治理机制。同时,面对推进国家治理体系和治理能力现代化的新要求,如何解决公共安全治理工作中的问题,积极推动完善公共安全治理体系,也是全省“十三五”规划应该认真研究的重大课题之一。本文通过总结近年来我省公共安全治理工作取得的主要成效,分析我省公共安全治理存在的突出问题、表现形式及主要原因,明确了当前形势下完善我省公共安全治理体系的指导思想、目标任务,并提出了应该从健全公共安全组织、升级公共安全打防管控、完善公共安全保障、培育公共安全文化等四大方面着力来完善全省公共安全治理的对策建议。
[Abstract]:At present, China is in a high-risk world environment, the traditional national security and public security governance framework is no longer sufficient to deal with various cross-border risks and crises. With the increasingly prominent public safety problems and the frequent occurrence of public safety incidents, the ability of the government to manage public safety problems is facing severe challenges. From the current situation of public safety management in Hunan Province, there are also many weak links. For example, the comprehensive management mechanism is not perfect, the coordination of functional departments is not smooth, and the legal system of public security management is not perfect. The shortage of emergency rescue ability and other problems directly affect the efficiency of administrative work and the security and satisfaction of the people. In order to meet the challenge effectively, it is necessary for the country to effectively integrate the resources of various departments and establish a comprehensive public safety governance mechanism with high efficiency and integrity. At the same time, in the face of the new requirements of promoting the modernization of the national governance system and governance capacity, how to solve the problems in the work of public safety governance and actively promote the improvement of the public safety governance system, It is also one of the major topics that should be studied seriously in the "Thirteenth five-year Plan" of the province. This paper summarizes the main achievements of the public safety governance in our province in recent years, and analyzes the prominent problems, manifestations and main reasons of the public safety governance in our province. This paper clarifies the guiding ideology and objective task of perfecting the governance system of public safety in our province under the current situation, and puts forward that we should improve the organization of public security, upgrade the control and control of public security, and perfect the public safety guarantee. Cultivate public safety culture and other four aspects to improve the province's public safety management countermeasures.
