特大都市治理的政府逻辑与市场逻辑:以北京市为例

【摘要】:中国特大都市基本完成城乡二元结构到高度城市化的深度转型,而转型后的都市需要建立与其生产方式、社会结构和社会需求相适应的新型治理方式和治理体系。问题的关键是解决治理中出现的"过程失序"和"僵局失能"的体制性难题,突破政府逻辑与市场逻辑非此即彼式的治理困局。北京市的治理经验表明,从城市管理转型为城市治理,以城市"协商治理"为基本理念,以"党统民参"为基本原则,完善基于有机团结创建的规范化对话平台,走规范化、弹性化、协调性、参与型的综合治理道路,是中国特大都市社会治理的一个有效方案。
[Abstract]:China's megalopolis basically complete the deep transformation from urban-rural dual structure to highly urbanized city, and the transformed cities need to establish a new governance mode and governance system suitable to their modes of production, social structure and social needs. The key of the problem is to solve the institutional problems of "process disorder" and "deadlock incapacity" in governance, and to break through the governance difficulties of government logic and market logic. Beijing's governance experience shows that the transformation from urban management to urban governance is based on the basic concept of city "consultation governance" and the basic principle of "the Party unifying the people's reference" to perfect the standardized dialogue platform based on organic unity. Flexibility, coordination and participation in the comprehensive management of the road, China's mega-urban social governance is an effective plan.
