【摘要】：乡镇公务员是我国公务员最基层的组织构成单位。乡镇公务员队伍是否具有战斗力、是否廉洁奉公、恪尽职守,决定着我国对广大乡村的治理水平。强化乡镇公务员队伍建设,对建设社会主义新农村起着关键性的作用。乡镇政府作为国家建设和管理广大乡村的基层机构,要想实现向乡村民众提供优质的公共产品和公共服务的目的就必须依靠一直高素质的乡镇公务员队伍。本文以新疆阿克苏地区乡镇公务员队伍为研究对象,结合相关理论,对该地区乡镇公务员队伍建设的现状、问题及问题根源进行细致的剖析,并提出具有针对性的对策和建议。第一部分是绪论,介绍了本文的研究背景、研究意义、研究步骤和研究方法。第二部分介绍了相关概念及理论,概念包括乡镇公务员的概念及乡镇公务员队伍的涵义,理论包括人力资本理论、新公共服务理论和人才成长规律理论。第三部分介绍了阿克苏地区乡镇公务员建设的现状。首先从年龄结构、学历层次、职务结构三个方面介绍了阿克苏地区乡镇公务员队伍的总体结构,而后介绍了阿克苏地区乡镇公务员队伍的人才录入方式、教育培训和考核管理等基本情况。第四部分分析了阿克苏地区乡镇公务员队伍建设存在的主要问题,认为阿克苏地区乡镇公务员队伍存在人员素质参差不齐、缺乏流动性和稳定性、公共服务意识有待加强、依法行政能力不高等问题。第五部分剖析了阿克苏地区乡镇公务员队伍建设存在问题的原因,认为乡镇公务员来源复杂、教育培训机制不健全、传统行政理念残存、奖惩制度不完善、监督机制不健全是导致当前阿克苏地区乡镇公务员队伍建设存在的主要问题的原因。第六部分提出了解决阿克苏地区乡镇公务员队伍建设存在问题的对策建议,包括完善选人用人机制、建立健全监督机制、完善教育培训机制、强化以人为本的行政意识和能力、进一步完善奖惩制度等。
[Abstract]:Township civil servants are the most basic organizational units of civil servants in China. Whether the township civil servants have combat effectiveness, whether they are honest and dedicated to their duties determines the level of governance of the vast countryside in our country. Strengthening the construction of township civil servants plays a key role in building a new socialist countryside. The township government, as the basic organization of the national construction and management of the vast rural areas, must rely on the high quality township civil servants to achieve the goal of providing high-quality public goods and public services to the rural people. This paper takes the township civil servants in Aksu area of Xinjiang as the research object, combining with the relevant theories, analyzes the present situation, problems and root causes of the construction of the township civil servants in this area, and puts forward some targeted countermeasures and suggestions. The first part is the introduction, which introduces the research background, research significance, research steps and research methods. The second part introduces the related concepts and theories, including the concept of township civil servants and the meaning of township civil servants. The theory includes human capital theory, new public service theory and talent growth law theory. The third part introduces the current situation of the construction of township civil servants in Aksu area. This paper first introduces the overall structure of the township civil servants in Aksu region from three aspects: age structure, education level, post structure, and then introduces the talent entry mode of the township civil servants in Aksu area. Education, training and assessment management and other basic information. The fourth part analyzes the main problems existing in the construction of the township civil servants in Aksu area, and points out that the personnel quality of the township civil servants in Aksu region is uneven, lack of fluidity and stability, and the public service consciousness needs to be strengthened. The ability of administration according to law is not high. The fifth part analyzes the causes of the problems in the construction of the township civil servants in Aksu area, and points out that the sources of the township civil servants are complex, the education and training mechanism is not perfect, the traditional administrative concepts remain, and the reward and punishment system is not perfect. The unsound supervision mechanism is the main cause of the existing problems in the construction of township civil servants in Aksu area. The sixth part puts forward the countermeasures and suggestions to solve the problems existing in the construction of township civil servants in Aksu area, including perfecting the mechanism of selecting and employing personnel, establishing and perfecting the supervision mechanism, perfecting the mechanism of education and training, and strengthening the administrative consciousness and ability of people-oriented. Further improve the system of rewards and punishments.
