政府回应网络民意能力的现状与提升对策研究

【摘要】：随着我国互联网社会的飞速发展,公民意识的觉醒使网络民意逐渐成为影响政府行为的一个不可忽视的因素。在虚拟的网络世界中,网友热烈地开展着讨论活动,网络民意逐渐成为群众表达利益诉求和政治见解的重要途径,并由此不断地带来了网络民意在网络社会中地位逐渐上升的影响。网络民意已经不单单是网友的只言片语,更是公民意识表达的重要方式,政府已然不能再对网络民意视而不见。只有正确地回应网络民意,才能推动网络民意的健康发展和网络社会的有序运营。网络民意在我国经历了一个“从无到有”的过程,网络民意的兴起推动了政府的回应。在网络民意刚刚兴起之时,政府回应还处于“无回应”或者“被动回应”,随着社会主义事业的不断建设,当前我国政府已经开始积极思考如何有效地回应网络民意。政府应当如何有效地回应网络民意,已经成为了当代政府治理的重要问题,引起的相关专家学者和政府官员的积极关注。本文通过分析我国政府回应网络民意能力的相关问题,选取具有代表性、典型性、时效性的典型案例进行解剖式地分析,完整地把握河北保定非典事件的来龙去脉,不断挖掘新闻和文献等文字资料。通过查找河北保定非典事件的相关新闻,做到了理论与实践的充分结合。主要研究成果:第一,阐述了网络民意的内涵、特点及传播载体,政府回应的内涵、特点及功能,以及政府回应与网络民意的关系与理论基础。第二,分析了我国政府回应网络民意能力的发展历程,即萌芽起步阶段、迅速发展阶段和逐渐成熟阶段。第三,阐述了当前我国政府在回应网络民意能力的现状,如网络民意得到政府的重视、网络问政平台的不断完善、政府回应的态度更加积极,政府和网民的双向沟通交流热烈;并对政府回应网络民意能力存在的问题和原因进行了剖析,明确了经济发展水平落后、传统行政文化和思想的束缚、不适应网络时代和法律法规缺乏规范等四方面的原因。第四,进一步对政府回应网络民意能力的提升对策进行了分析,提出了提高及时性、网络民意回应技术、建立网络民意的政府回应机制和完善相关法律等措施。
[Abstract]:With the rapid development of the Internet society in China, the awakening of the citizen consciousness makes the network public opinion a factor which can not be ignored to influence the government behavior. In the virtual network world, netizens are carrying out discussions enthusiastically, and public opinion on the Internet has gradually become an important way for the masses to express their interests and political opinions. And this has brought the network public opinion in the network society status rise gradually. Internet public opinion is not only a mere remark of netizens, but also an important way of expressing civic consciousness. The government can no longer turn a blind eye to Internet public opinion. Only by responding to the public opinion correctly, can we promote the healthy development of the network public opinion and the orderly operation of the network society. Internet public opinion has experienced a process of "from nothing to existence" in our country, and the rise of network public opinion has promoted the government's response. At the time of the rise of network public opinion, the government response is still in "no response" or "passive response". With the continuous construction of socialist cause, our government has begun to actively consider how to respond to the network public opinion effectively. How the government should respond to the network public opinion effectively has become an important issue of contemporary government governance, which has aroused the active attention of relevant experts and scholars and government officials. By analyzing the relevant problems of our government's ability to respond to public opinion on the Internet, and selecting typical, typical and timely cases for anatomical analysis, this paper fully grasps the context of the SARS incident in Baoding, Hebei Province. Constantly excavate news and literature and other written materials. Through the search for Hebei Baoding SARS news, the theory and practice of the full combination. The main research results are as follows: first, the connotation, characteristics and communication carrier of network public opinion, the connotation, characteristics and functions of government response, and the relationship and theoretical basis between government response and network public opinion are expounded. Secondly, the paper analyzes the development process of our government's ability to respond to network public opinion, that is, the budding stage, the rapid development stage and the gradually mature stage. Thirdly, it expounds the current situation of our government's ability to respond to network public opinion, such as the importance of network public opinion, the continuous improvement of network political platform, the more positive attitude of government response, and the warm two-way communication between the government and Internet users. It also analyzes the problems and reasons of the government's ability to respond to the public opinion on the network, and clarifies the four reasons for the backward level of economic development, the bondage of traditional administrative culture and thought, the inadaptability to the network era and the lack of standardization of laws and regulations. Fourth, the paper further analyzes the countermeasures of improving the government's ability to respond to the public opinion on the network, and puts forward some measures such as improving the timeliness, the technology of the public opinion response on the network, establishing the government response mechanism of the network public opinion and perfecting the relevant laws and so on.
