依法治国进程中地方政府公信力问题研究

【摘要】：我国各级政府公信力建设呈现出良好发展的态势,随着改革开放的深入和法治中国建设的开展,各级地方政府的行政行为日益规范,依法行政、规范执法不断得到强化,各级政府的公务员队伍的素质也得到了不断的提高。但不可否认的是在实际工作中,许多地方政府还存在着明显的政府失信现象,政府失信于民、失信于社会、失信于企业的事件还时有发生,这些行为造成了很坏的社会影响,影响了党和政府的形象,破坏了社会稳定,制约了社会经济的健康稳定的发展。政府公信力缺失的现象是多种多样的,目前在现今社会中比较典型的有如下诸种类型:包庇推责狡辩型;官样文章浮华型;数字造假欺诈型;盲目决策抵赖型;暴力执法蛮横型;好经念歪害民型等等,政府公信力缺失的原因主要有政府职能定位不合理出现的“越位”、“缺位”现象;政府的公开透明度有待增强;腐败现象会使政府形象和公信力大打折扣。地方政府效率低、绩效差的消极影响;政策的不连续性和不稳定性;群众意见表达渠道的不畅通;政府的危机管理意识和应对能力有待增强等。从理论与实践两方面来看,要提升政府的公信力、执政为民、取信于民就必须要在思想认识上,强化各级政府官员的诚信意识与依法行政的守法意识;在工作机制上,建立行政公开机制,增加行政透明度;在反腐倡廉上,要惩治权力腐败,建立高效廉洁的政府;在职能转换上,政府要适应经济转型的需要,积极提供公共服务产品;在责任追究上,建立和完善行政问责机制。证唯物主义基本原理昭示人们:思想是行动的先导,中国政府是社会主义国家的政府,是广大人民群众的政府,全心全意为人民服务是各级政府的根本宗旨,也是党和政府工作的根本出发点和归宿,提高政府公信力是人民政府的本质属性之一,是题中应有之义。
[Abstract]:With the deepening of reform and opening up and the development of the rule of law in China, the administrative behavior of local governments at all levels is increasingly standardized, and the administration according to law and law enforcement are constantly strengthened. The quality of civil servants at all levels of government has also been continuously improved. But it is undeniable that in the actual work, many local governments still have an obvious phenomenon of government dishonesty. The incidents of government dishonesty to the people, to society and to enterprises still occur from time to time. These acts have caused very bad social effects. It affects the image of the Party and government, destroys social stability and restricts the healthy and stable development of social economy. The phenomenon of the lack of government credibility is various, at present in the society more typical of the following types: cover up the blame of the sophistry type; official article flashy type; digital fraud type; blind decision denial type; The main reasons for the lack of credibility of the government are the phenomenon of "offside" and "absence", the transparency of the government needs to be enhanced; Corruption can undermine the image and credibility of the government. The low efficiency of local government, the negative effect of poor performance, the discontinuity and instability of policy, the unsmooth channel of expression of mass opinion, the consciousness of crisis management and the ability to deal with the crisis of the government need to be strengthened. In both theory and practice, in order to enhance the credibility of the government, to govern for the people, to win the trust of the people, it is necessary to strengthen the sense of honesty of government officials at all levels and the sense of abiding by the law in terms of ideological understanding, and in terms of the working mechanism, To establish an administrative publicity mechanism to increase administrative transparency; to punish power corruption and establish an efficient and clean government in the fight against corruption; to actively provide public service products to meet the needs of economic transformation; In the accountability, establish and perfect the administrative accountability mechanism. The basic principles of dialectical materialism show that: thought is the forerunner of action, the Chinese Government is the government of socialist countries and the government of the broad masses of the people, and serving the people wholeheartedly is the fundamental purpose of governments at all levels. It is also the basic starting point and destination of the Party and government work. Improving the credibility of the government is one of the essential attributes of the people's government.
