基于标杆职位法的公务员工资水平横向比较研究

【摘要】:公务员工资制度是我国现行公务员制度的关键部分,对整个公务员系统的运作起到有效的保障功能。从2006年起,与公务员相关的工资制度日益规范,趋向成熟,大致自成体系。然而,与时代日益推进的同时,我国的公务员工资制度也呈现出了不同的新问题。其中关于公务员工资定价是否公正的问题,便聚集了社会公众和国家大多数公务员群体的普遍关注。为此,设计出科学合理的我国公务员工资横向比较方案,以市场的工资水平为重要的参照对象,为公务员工资的定价与适时调整提供参考,成为消除对公务员工资公正性质疑的最佳选择。本文首先对公务员工资决定机制、公私部门间工资高低差别以及公务员工资公正性等方面的研究进行综述,并对从横向上开展公务员工资的调查对比进行了内涵的界定,阐述了开展公务员工资水平横向比较的重要性与可行性。然后在分析公务员工资水平横向比较现状及缺失影响的基础之上,进一步对国外公务员工资水平横向比较方法进行对比,将标杆职位法选为我国横向上实施公务员工资调查对比的方法,进而设计出我国公务员工资水平横向调查对比的方案。接着,根据设计方案进行了检验。考虑到基层梯队的科级公务员,他们不仅起到塔基作用,同时作为收入较低、生活压力比较大公务员群体,他们的工资水平是否公平合理是社会最为关注的部分,也是整个社会收入水平公平合理的关键环节。因此,论文在举例说明、实践验证的过程中,主要以科级公务员作为基准对象,并在长春市范围内对科级公务员工资水平进行了横向比较检验,得到了长春市财务管理、行政办公以及人力资源管理三大岗位的科级公务员与企业同类岗位普通员工工资水平的匹配结果。最后,按照实践检验情况,提出了完善公务员工资水平横向对比的相关对策。
[Abstract]:The civil servant wage system is a key part of the current civil service system in our country, which plays an effective role in the operation of the whole civil service system. Since 2006, the civil servant-related wage system is becoming more and more standardized, tends to mature, roughly self-made system. However, with the development of the times, China's civil servants pay system presents different new problems. Among them, the issue of whether the civil servant's wage pricing is fair or not has gathered the general concern of the public and the majority of civil servants in the country. Therefore, a scientific and reasonable horizontal comparison scheme of civil servants' wages is designed, which takes the wage level of the market as an important reference object and provides a reference for the pricing and timely adjustment of civil servants' wages. To eliminate the fairness of civil servants pay the best choice. Firstly, this paper summarizes the research on the mechanism of determining civil servants' wages, the difference of salaries between public and private sectors, and the fairness of civil servants' wages, and defines the connotation of conducting the investigation and comparison of civil servants' wages horizontally. This paper expounds the importance and feasibility of the horizontal comparison of civil servants' wage levels. Then, on the basis of analyzing the horizontal comparison of civil servants' wage level and its lack of influence, the paper further compares the horizontal comparison methods of foreign civil servants' wage levels. The benchmarking position method is chosen as the method to carry out the survey and contrast of civil servants' wages horizontally in our country, and the scheme of horizontal investigation and contrast of civil servants' wage level in our country is designed. Then, the test is carried out according to the design scheme. Considering that civil servants at the section level in the grass-roots echelons not only play a role as a base, but also as a group of civil servants with lower incomes and greater living pressure, whether their wages are fair and reasonable is the most concerned part of society. Also is the whole society income level fair and reasonable key link. Therefore, the paper illustrates that, in the process of practical verification, the civil servants at the department level are taken as the benchmark object, and the salary level of the civil servants at the section level is compared and tested horizontally in Changchun City, and the financial management of Changchun City is obtained. The matching result of the salary level of the civil servants in the administrative office and human resources management positions with the common employees in the same position in the enterprise. Finally, according to the practice, the paper puts forward the relevant countermeasures to improve the horizontal comparison of civil servants' wage levels.
