权利开放秩序:现代国家治理的制度形态

【摘要】：新的历史背景下,现代国家治理中所内蕴的参与、平等、协商等价值要求一种新的制度形态。借助道格拉斯·诺斯提出的概念,权利开放秩序不仅可以视为现代国家治理的制度形态,也为我国政府治理现代化提供了思路与方向。具体来说,一方面通过塑造能动性政治来打造行动中的社会与公民,实现不同主体之间的协同;另一方面以完善责任政治来促进政府回应,提升政府能力,共同构成一个开放有序、流程顺畅的政治系统。
[Abstract]:Under the new historical background, the values of participation, equality and consultation in modern national governance require a new form of system. With the help of the concept put forward by Douglas North, the open order of rights can be regarded not only as the institutional form of modern state governance, but also as a train of thought and direction for the modernization of government governance in our country. Specifically, on the one hand, by shaping the active politics to create the society and citizens in action, to realize the coordination between different subjects; on the other hand, to improve the responsibility politics to promote the government response, enhance the government capacity, Together, it forms an open and orderly political system with smooth flow.
