我国劳动政策执行力提升的实现路径——基于政策执行影响因素模型

【摘要】:2007年以来,我国加快了劳动政策完善进程,劳动政策体系日益完备,但我国的劳动问题并未因劳动政策的陆续出台而破解,劳动政策执行阻滞是突出问题。笔者从劳动政策问题的难易程度、劳动政策的规制能力、劳动政策的执行网络、劳动政策的执行环境等四个方面构建我国劳动政策执行影响因素模型,剖析我国劳动政策执行面临的困境是破解劳动问题的前提基础。劳动政策执行力低下削弱了劳动政策的权威性,降低了政策效果,阻碍了劳动政策目标的实现,不利于形成劳动关系和谐秩序,阻碍了我国经济发展和和谐社会建设。为落实劳动者权益保障,政府应采取有效措施,破除政策执行中的各种障碍,提升我国劳动政策的执行力。
[Abstract]:Since 2007, our country has speeded up the process of perfecting the labor policy and the labor policy system is becoming more and more complete, but the labor problems in our country have not been solved because of the succession of labor policies, and the execution block of labor policy is a prominent problem. In the four aspects of the implementation environment of the dynamic policy, the influence factors model of labor policy implementation in China is constructed, and the predicament of the labor policy implementation in China is the precondition for solving the labor problem. The low executive power of labor policy weakens the authority of labor policy, reduces the policy effect and hinders the realization of the labor policy goal, and is not conducive to the realization of the labor policy goal. The harmonious order of labor relations has hindered the development of China's economy and the construction of a harmonious society. In order to ensure the protection of the rights and interests of workers, the government should take effective measures to break down various obstacles in the implementation of the policy and enhance the implementation of the labor policy in China.
