基于服务对象需求的政府购买服务机制研究——以制度变迁理论为分析视角

【摘要】:长期以来政府购买服务被看作是转化职能、降低成本、提高资金使用效率的一种有效方式。但是,随着服务对象需求多样化的不断发展,在平衡政府购买服务的政治诉求、经济效应的同时,如何最大化地满足服务对象需求,提升服务的有效性已经成为新的实践起点。文章以制度变迁理论为视角,分析政府购买服务场域下的行为主体,在把握政府服务供给与服务对象需求的基础上构建需求响应机制,围绕着如何满足服务对象的需求,提出以服务供给者、服务承接者、服务监督者、服务协作者为初级行为主体推动机制的运作。此运作过程也是需求响应机制在政府购买服务的制度安排下具体的生成路径。
[Abstract]:For a long time, government purchase service has been regarded as an effective way to transform the function, reduce the cost and improve the efficiency of the use of funds. However, with the continuous development of the diversification of service object demand, it has become a new practical starting point to balance the political appeal and economic effect of government purchase services, how to meet the needs of service object maximization and enhance the effectiveness of service. From the perspective of institutional change theory, this paper analyzes the main actors in the field of government purchasing services, constructs a demand response mechanism based on grasping the supply of government services and the demand of service objects, and revolves around how to meet the needs of service objects. Service providers, service receivers, service supervisors and service collaborators are the primary actors to promote the operation of the mechanism. This operation process is also the specific generation path of demand response mechanism under the institutional arrangement of government purchase services.
