黑龙江省发展现代农业政策执行中的问题及对策研究

【摘要】：农业是国民经济的基础。解决"三农问题"对我国现代农业发展起到重要的作用,而现代农业政策执行效果如何,直接对现代农业的发展程度产生影响。随着现代农业的发展,传统农业逐渐被现代农业替代,现代农业如何发展,现代农业政策的制定及执行效果如何保障,促进现代农业的可持续发展成了现如今的热点问题。黑龙江省作为中国的主要粮食产区之一,身系国家粮食安全与国家粮食储备的重要任务,近年来大量的现代农业政策相继出台,这些政策的执行为加快农业现代化的发展做出了巨大的贡献。但在执行现代农业政策的过程中,仍有许多的问题值得研究和讨论。为更好促进黑龙江省现代农业政策的发展,从而获得更好的执行效果,本文以政府治理理论、政策分析理论、农业发展阶段理论为基础,对现代农业及政策执行的含义和特征进行界定,指出农业政策执行的目标因素、环境因素、保障因素、执行水平因素对现代农业发展的影响。梳理了中央及黑龙江省地方政府颁发的支持发展现代农业的政策,根据这些政策的内容,分析了黑龙江省现代农业发展过程中的政策执行现状,指出在黑龙江省现代农业政策执行的过程中存在政策执行不到位、政策执行体系不完善、政策执行的监督能力薄弱、政策创新调整不及时等问题。同时对黑龙江省实际情况进行分析,借鉴现代农业较发达的国家和我国现代农业发展较完善的省市发展现代农业政策执行的经验,提出了减少农业政策执行偏差、完善农业政策执行体系、提高农业政策执行的调整及监督力度这三点建议。
[Abstract]:Agriculture is the foundation of the national economy. Solving the "three agricultural problems" plays an important role in the development of modern agriculture in China, and the effect of the implementation of modern agricultural policy has a direct impact on the development of modern agriculture. With the development of modern agriculture, traditional agriculture is gradually replaced by modern agriculture, how to develop modern agriculture, how to ensure the formulation and implementation of modern agricultural policy, and how to promote the sustainable development of modern agriculture has become a hot issue nowadays. Heilongjiang Province, as one of the main grain producing areas in China, is an important task of national food security and national grain reserve. In recent years, a large number of modern agricultural policies have been introduced one after another. The implementation of these policies has made a great contribution to accelerating the development of agricultural modernization. However, in the process of carrying out modern agricultural policy, there are still many problems worth studying and discussing. In order to promote the development of modern agricultural policy in Heilongjiang Province and obtain better implementation effect, this paper is based on the theory of government governance, the theory of policy analysis and the theory of agricultural development stage. This paper defines the meaning and characteristics of modern agriculture and policy execution, and points out the influence of the target factors, environmental factors, security factors and execution level factors on the development of modern agriculture. Combing the policies issued by the central government and the local governments of Heilongjiang Province to support the development of modern agriculture, according to the contents of these policies, this paper analyzes the current situation of policy implementation in the course of the development of modern agriculture in Heilongjiang Province. It is pointed out that in the process of implementing modern agricultural policy in Heilongjiang Province, the policy implementation is not in place, the policy implementation system is not perfect, the supervision ability of policy implementation is weak, and the adjustment of policy innovation is not timely. At the same time, this paper analyzes the actual situation of Heilongjiang Province, draws lessons from the experience of developing modern agricultural policy in the developed countries and provinces and cities of our country, and puts forward some suggestions to reduce the deviation of agricultural policy implementation. Improve the agricultural policy implementation system, improve the adjustment and supervision of agricultural policy implementation.
