村镇区域应急预案评价研究

【摘要】：应急防灾救灾是人民群众生活幸福和我国经济高速发展的重要保障。我国政府历来重视防灾救灾的建设,防灾救灾建设也取得了许多成就。但相较于国外全面、成熟的防灾救灾建设,我国的防灾救灾建设仍然存在着“城乡不均衡”等现象。本次研究旨在对我国村镇区域应急预案的现状进行研究和分析,并在此基础上,探索建立一套行之有效的、适合于村镇区域的应急预案评价办法,客观、合理地评估村镇区域的应急预案,有效改善我国应急预案的编写水平,提高、改进我国村镇区域的应急救灾防灾建设水平,进而保障广大村镇区域人民的生命财产安全和社会经济平稳运行。在充分深入了解并分析了以往学者对应急预案及其评价的研究文献,以及广泛阅读村镇区域应急预案文本之后,本次研究分析了目前我国村镇区域应急预案的现状,将村镇区域预案文本归为应急预案缺失、只存在专项应急预案、存在突发事件应急预案和存在一项综合应急预案四中类型,指出了我国村镇区域应急预案存在形式化倾向、落后与改革开放等问题,界定了村镇区域应急预案评价的内涵、定义和评价范围。并在大量文献、样本研究和实地考察、问卷调查的基础上筛选出应急预案评价的关键指标,利用层次分析法建立了村镇区域应急预案评价指标体系。而针对村镇区域应急预案评价受资源约束严重,无法大规模普及等情况,本次研究引进了神经网络,建立了神经网络评价模型。最后,根据以上的理论基础和评价模型,以清溪镇的应急预案为研究对象进行了评价,并依据评价结果给出了应急预案改进建议。通过本次研究,对我国广大村镇区域应急预案的现状、存在的问题有了一个全面的了解和认识,得到了一套适用于村镇区域应急预案文本评价的指标体系和一个基于神经网络的实用性较强的预案评价模型。本次研究为村镇区域的应急预案评价提供了具有可操作性的思路和方法,推动了我国的村镇区域应急防灾建设发展。
[Abstract]:Emergency disaster prevention and disaster relief is an important guarantee for the people's life happiness and the rapid economic development of our country. Our government has always attached importance to the construction of disaster prevention and relief, disaster prevention and relief construction has made a lot of achievements. However, compared with the comprehensive and mature construction of disaster prevention and relief in foreign countries, the construction of disaster prevention and relief in China still has the phenomenon of "urban and rural imbalance". The purpose of this study is to study and analyze the present situation of emergency plan in villages and towns in China, and on this basis, to explore and establish a set of effective and suitable evaluation methods for emergency plans in villages and towns. To evaluate the emergency plan of the village and town area reasonably, to effectively improve the level of preparing emergency plan in our country, to improve and improve the construction level of emergency disaster relief and disaster prevention in the village and town area of our country, And then ensure the lives and property of the people of villages and towns and the smooth operation of social economy. After fully understanding and analyzing the previous scholars' research literature on emergency plan and its evaluation, as well as reading extensively the text of village and town regional emergency plan, this study analyzes the present situation of village and town regional emergency plan in our country. The text of village and town regional emergency plan is classified as the absence of emergency plan, there are only special emergency plan, emergency plan and four types of comprehensive emergency plan. It is pointed out that there is a formalized tendency of village and town regional emergency plan in our country. Backwardness and reform and opening to the outside world, this paper defines the connotation, definition and evaluation scope of regional emergency plan evaluation in villages and towns. On the basis of a large number of literature, sample research and field investigation, the key indexes of emergency plan evaluation were screened out, and the evaluation index system of village and town regional emergency plan was established by using the analytic hierarchy process (AHP). In view of the situation that the evaluation of village and town regional emergency plan is seriously constrained by resources and can not be popularized on a large scale, the neural network is introduced and the evaluation model of neural network is established in this study. Finally, according to the above theoretical basis and evaluation model, the emergency plan of Qingxi Town is evaluated, and suggestions for improvement of emergency plan are given according to the evaluation results. Through this study, we have a comprehensive understanding and understanding of the current situation and existing problems of the regional emergency plans in the vast number of villages and towns in our country. A set of index system and a practical evaluation model based on neural network for text evaluation of regional emergency plan in villages and towns are obtained. This study provides an operable train of thought and method for the evaluation of emergency plan in villages and towns, and promotes the development of emergency prevention and prevention in villages and towns in China.
