转型期政商关系的治理探析

【摘要】：政商关系是一个繁杂而又特别敏感的话题,其本质是明确界定政府与企业在资源配置中的作用和角色。代表政府行使公共权力的官员本应把服务企业作为自身的职责之一,但现实中却具有天然的寻租倾向,企业家也总是试图通过参与和影响政府的决策谋取企业利润的最大化,极易造成政商关系的异化。政商关系异化的原因繁多且复杂,主要可归结为公共权力过于集中、市场经济体制发育不完善、政商逐利的"经济人"本性和公共行政权力监督体制不健全不规范等。构建健康的政商关系需要以法治为基础、以服务为主导、以互动为动力、以对等为原则。
[Abstract]:The relationship between government and business is a complicated and sensitive topic. Its essence is to clearly define the role and role of government and enterprise in resource allocation. The officials who exercise public power on behalf of the government should regard the service enterprises as one of their own duties, but in reality they have a natural tendency of rent-seeking, and entrepreneurs always try to maximize the profits of enterprises by participating in and influencing government decisions. It is easy to cause the alienation of the relationship between government and business. The reasons for the alienation of the relationship between government and business are various and complex, which can be attributed to the over-concentration of public power, the imperfect development of the market economy system, the nature of "economic man" who pursues the interests of the government and the imperfect supervision system of the public administrative power, and so on. To build a healthy relationship between government and business, we should take the rule of law as the foundation, the service as the leading force, the interaction as the motive force, and the principle of reciprocity as the principle.
