【摘要】：近20年来,我国的志愿服务事业发展迅速,无论是志愿者数量、志愿组织数量还是服务领域等方面均取得了令人瞩目的成就。志愿服务涉及的领域宽、渠道广,在弥补政府失灵与市场失灵,促进社会和谐与进步,弘扬人类真善美等方面具有积极的作用。志愿服务的发展有利于在全社会形成团结互助、平等友爱、崇德向善的社会氛围,有利于增加社会和谐因素,现已成为社会保障体系不可或缺的重要补充。社区志愿服务中心是志愿服务的基层管理服务单位,是健全志愿服务管理体系最重要的环节。因此,加强社区志愿服务中心的建设有利于志愿服务管理的科学化、项目化与常态化。上海的志愿服务事业一直走在全国前列,作为上海市政府的实事项目,社区志愿服务中心的建设是志愿服务创新发展的有益尝试。本文介绍了上海市社区志愿服务中心发展的背景、现状,并指出在中国独特的社会环境下,上海社区志愿服务中心形成了四种管理模式,即街道自主管理模式、政府与社会力量协同管理模式、政府项目化外包管理模式、委托社会组织管理模式。社区志愿服务中心形成两种运营模式,即单体运营模式与合建运营模式。虽然社区志愿服务中心的发展速度较快,内部建设初具成效,但也面临一系列问题,包括定位问题、资金筹集问题、人力资源问题、激励机制问题、项目发展问题、资源整合问题、监督机制问题及可持续发展问题等,存在这些问题的原因包括社区志愿服务中心的自身因素及外部环境因素两个方面。针对这些问题,本文对完善上海社区志愿服务中心建设提出了对策建议。发展理念上,要进一步优化社区志愿服务中心的发展环境;发展定位上,要明确以社区志愿服务中心为核心的基层服务功能;发展模式上,要优化社区志愿服务中心的运行机制;发展突破上,需要提升社区志愿服务中心的自主治理能力。文章的创新之处在于总结了上海社区志愿服务中心运营的四种管理模式;探讨了社区志愿服务工作站的功能和运作方法;通过实地调研揭示了社区志愿服务中心面临的具体问题,并提出了相应的政策建议。
[Abstract]:In the past 20 years, the voluntary service in China has developed rapidly. Both the number of volunteers, the number of voluntary organizations and the service field have made remarkable achievements. Voluntary service involves a wide range of fields and channels, which plays an active role in making up for government failure and market failure, promoting social harmony and progress, and carrying forward the truth, good and beauty of mankind. The development of voluntary service is conducive to forming a social atmosphere of solidarity, fraternity, equality and friendship in the whole society, and conducive to increasing social harmony, which has become an indispensable supplement to the social security system. Community voluntary service center is the basic management service unit of voluntary service and the most important link to improve the voluntary service management system. Therefore, strengthening the construction of community voluntary service center is beneficial to the scientific, project and normalization of voluntary service management. As a practical project of Shanghai municipal government, the construction of community voluntary service center is a beneficial attempt for the innovation and development of voluntary service. This paper introduces the background and present situation of the development of the community voluntary service center in Shanghai, and points out that in the unique social environment of China, there are four management modes in the community voluntary service center in Shanghai, that is, the independent management mode of the street. The cooperative management mode between government and social forces, the management mode of government project outsourcing and the mode of entrusting social organization management. Community voluntary service center forms two operation modes, that is, single operation mode and co-construction operation mode. Although the development of community voluntary service centers is relatively fast and the internal construction is beginning to be effective, they also face a series of problems, including positioning problems, financing problems, human resources issues, incentive mechanism problems, and project development issues. The problems of resource integration, supervision mechanism and sustainable development exist in two aspects: the self-factors of community voluntary service center and the external environmental factors. In view of these problems, this paper puts forward countermeasures and suggestions to perfect the construction of Shanghai community voluntary service center. In the development concept, we should further optimize the development environment of the community voluntary service center; in the development orientation, we should make clear the grass-roots service function with the community voluntary service center as the core; the development model, In order to optimize the operation mechanism of the community voluntary service center and improve the self-governance ability of the community voluntary service center. The innovation of this paper is to summarize the four management modes of Shanghai Community Volunteer Service Center, to discuss the function and operation method of the community volunteer service workstation. Through field investigation, this paper reveals the specific problems faced by the community volunteer service center, and puts forward corresponding policy suggestions.
