新媒体时代政府公共危机管理研究

【摘要】：社会转型的时期,就是公共危机事件的高发时期,我国就正处于这么一个紧张的时期,此时期的公共危机不单单是种类繁多,发生概率高,并且还都有着连锁反应,而互联互通的新媒体,给政府公共危机管理工作又带来了新的要求、新的挑战。新媒体参与到公共危机之中为公共危机的管理工作带来了新挑战的同时也带来了新曙光。新媒体的蓬勃发展,不单单转换了政府和公众彼此之间的交流与互动,而且还将公共危机的发展进程和政府应对公共危机的过程全盘展示。所以,掌握新媒体的演进特征和新媒体对公共危机的具体影响,相应提高政府公共危机管理能力和如何利用新媒体促进政府公共危机管理,是现如今的新媒体时代各级政府所迫切希望解决好的的热点问题。本文通过新媒体的传播功能和新媒体对公共危机的影响作为研究,分析新媒体时代政府公共危机管理的不足及其原因,新媒体在政府公共危机管理过程中如何发挥作用,以及政府如何借助于新媒体来提高自身社会管理水平和危机处突能力,进行了深入的分析。首先,展开了对新媒体、新媒体时代和公共危机管理概念的探索,本文以对新媒体的相关理论概述为开端,说明新媒体的概念和特征,并阐述了与本文相关的沉默螺旋理论和新公共管理治理理论。对新媒体条件下我国政府公共危机管理所发生的发展变化过程进行了阐述,比较研究了传统媒体的公共危机传播模式和新媒体的公共危机传播模式。分析了新媒体给政府公共危机管理所带来的优势和劣势,认清了当前新媒体对我国政府公共危机管理所带来的优势和面临的挑战。紧接着,通过天津滨海新区爆炸事故为例分析新媒体时代我国政府公共危机管理的现状和不足,体现出在面对重大突发事件时新媒体对我国政府公共危机管理建设的巨大价值意义。研究探讨,新媒体时期政府公共危机管理的不足的原因。最后,根据天津滨海新区爆炸事故中天津政府的不足,从特殊到普遍,对完善我国政府公共危机管理提出对策意见,从完善政府职能、完善政府应对舆情机制、加强媒体能力、提高公众有序参与等多个方面进行了分析。
[Abstract]:The period of social transformation is the period of high incidence of public crisis. Our country is in such a tense period. The public crisis of this period is not only of various kinds and has a high probability of occurrence, but also has a chain reaction. The interconnected new media brings new demands and challenges to the government's public crisis management. The participation of new media in the public crisis brings new challenges to the management of public crisis, but also brings a new dawn. The vigorous development of new media not only transforms the communication and interaction between the government and the public, but also shows the development process of the public crisis and the process of government dealing with the public crisis. Therefore, to grasp the evolution characteristics of new media and the specific impact of new media on public crisis, to improve the ability of government public crisis management and how to use new media to promote government public crisis management, Today's new media era, governments at all levels are eager to solve the hot issues. Through the research of the new media's communication function and the new media's influence on the public crisis, this paper analyzes the deficiency and reason of the government's public crisis management in the new media era, and how to play the role of the new media in the government's public crisis management process. And how the government to improve its own social management and crisis capacity, in-depth analysis. First of all, the new media, the new media era and the concept of public crisis management are explored. And elaborated the silence spiral theory and the new public management governance theory which related to this article. This paper expounds the development and change process of Chinese government's public crisis management under the condition of new media, and compares the traditional media's public crisis communication mode and the new media's public crisis communication mode. This paper analyzes the advantages and disadvantages that new media bring to the government's public crisis management, and recognizes the advantages and challenges that the new media brings to our government's public crisis management. Then, through the explosion accident in Tianjin Binhai New area as an example, this paper analyzes the current situation and deficiencies of the government public crisis management in the new media era. It reflects the great value of new media to the construction of public crisis management in the face of major emergencies. The research discusses the reasons for the insufficiency of the government's public crisis management in the new media period. Finally, according to the deficiency of Tianjin government in the explosion accident in Tianjin Binhai New area, from special to universal, the author puts forward some countermeasures to perfect our government's public crisis management, from perfecting the government's function, perfecting the government's mechanism to deal with public opinion, and strengthening the media's ability. Improve public order participation and other aspects of the analysis.
