公共政策制定过程中部门利益冲突的动因分析

【摘要】:公共政策的制定是一个极其复杂的过程。教育政策制定是党和政府的决策系统对已经面临的教育政策问题采取行动的过程。一项政策的制定,是多种力量相互博弈的过程。在教育政策的制定过程中,参与制定政策的主体以及主体内部的不同层面,共同作用于公共政策的整个过程。教育部门与资源配置部门、竞合或利益相关部门之间之所以发生各种各样的冲突,都有其内在的需要或者说是行为动因,而这些动因不外乎各个部门自身对权力、利益、政绩和价值的追求。
[Abstract]:The formulation of public policy is an extremely complicated process. Educational policy-making is the process of the party and government's decision-making system to take action on the educational policy problems. The formulation of a policy is a process in which many forces compete with each other. In the process of making education policy, the main body and the different levels of the main body play a role in the whole process of public policy. There are all kinds of conflicts between educational departments and resource allocation departments, competing or relevant departments, all of which have their own needs or behavioral motivations, and these motivations are no more than the power and interests of each department itself.
