大连市基层青年公务员培训现状及对策分析

【摘要】:近年来,随着改革开放的深入发展,国家越来越注重公务员队伍的年轻化、专业化,一大批80后、90后的青年加入到公务员行列,他们多在基层工作岗位任职,占据着公务员队伍中相当大的比例。当前我国发展正处于重要战略机遇期,经济发展、民生改善、社会转型中的各种新形势、新情况都对公务员的综合素养提出了更高的要求,而公务员培训,无疑是促进基层青年公务员快速提升个人素质、提高工作能力的有效方式。本文通过梳理已有的理论与文献、借鉴国内外的相关经验以及有针对性地问卷调研,分析了大连市基层青年公务员培训的状况。研究认为,目前大连市基层青年公务员培训中主要有工作与培训存在“工学矛盾”,培训内容及方式较为单调,培训效果不理想等问题,其主要原因在于培训理念落后于时代发展,缺乏培训需求分析,培训监督、管理、评价体制机制不健全等。本文认为,大连市作为副省级城市,经济社会发展迅速,培训资源较为丰富、提升培训的空间较大、能力较强,可以通过优化培训管理体系,完善培训模式,健全培训效果评估机制三方面对大连市基层青年公务员培训工作进行优化设计,并可以通过加强培训组织保障,提高培训主体积极性,加大培训投入等方面具体进行操作实施。通过以上研究和探索,以期为大连市基层青年公务员培训提供借鉴和参考。
[Abstract]:In recent years, with the in-depth development of reform and opening up, the state has paid more and more attention to the rejuvenation and professionalization of the civil service. A large number of post-80s and post-90s youth have joined the ranks of civil servants, and most of them hold posts at the grass-roots level. It accounts for a large proportion of the civil service. At present, the development of our country is in the period of important strategic opportunity, economic development, people's livelihood improvement, all kinds of new situations in the social transformation, the new situation all put forward higher request to the comprehensive accomplishment of the civil servant, and the civil servant training, Undoubtedly, it is an effective way to promote young civil servants to improve their personal quality and work ability. By combing the existing theory and literature, referring to the relevant experience at home and abroad and the targeted questionnaire investigation, this paper analyzes the situation of training young civil servants at the grass-roots level in Dalian. The study shows that there are some problems in the training of young civil servants at the grass-roots level in Dalian, such as the contradiction between work and training, the monotonous contents and methods of training, the unsatisfactory effect of training, and so on. The main reasons are that the concept of training lags behind the development of the times, lack of training demand analysis, training supervision, management, evaluation system and mechanism is not perfect. This paper holds that Dalian, as a sub-provincial city, has rapid economic and social development, rich training resources, large training space and strong ability, and can improve the training mode by optimizing the training management system. Improve the training effect evaluation mechanism from three aspects to optimize the design of the training of young civil servants at the grass-roots level in Dalian, and can be carried out by strengthening the training organization guarantee, improving the enthusiasm of the main body of training, increasing the training input and so on. Through the above research and exploration, to provide reference and reference for Dalian grassroots young civil servants training.
