县级政府治理现代化与结构转型

【摘要】：县级政府治理现代化是国家治理体系与治理能力现代化的重要组成部分,也是经济社会发展的必然要求。以压力型动员体制下的行政发包和统合治理机制为主要特征的治理结构存在严重的结构失衡,主要表现在官僚制(科层制)断裂和分税制条件下治权残缺以及职能异化问题,这些问题影响着县级政府的治理能力,阻碍着县级政府治理现代化的进程。要按照现代治理结构的基本要求,正确处理"政府与市场""政府与社会"的关系,合理配置政府间的财权与事权的平衡,特别是中央与县级政府间财权与事权的平衡,建立县级整体性政府,弥合断裂和残缺的治理结构,以此提高县级政府的协同治理能力。同时,中央政府要向地方政府特别是县级政府实行行政性分权,从而增强县级政府治理的自主性和活力,推进县级政府治理结构转型和治理体系现代化。
[Abstract]:The modernization of county government governance is not only an important part of the modernization of national governance system and governance ability, but also an inevitable requirement of economic and social development. There is a serious structural imbalance in the governance structure, which is characterized by the mechanism of administrative contracting and integrated governance under the pressure type mobilization system, which is mainly manifested in the breakdown of the bureaucracy system (hierarchy system) and the problems of power and disability and dissimilation of functions under the condition of division tax system. These problems affect the governance ability of county government and hinder the modernization process of county government governance. In accordance with the basic requirements of modern governance structure, we should correctly handle the relationship between "government and market" and "government and society", and rationally allocate the balance between financial power and administrative power among governments, especially between central and county governments. It is necessary to establish a holistic government at the county level to bridge the broken and incomplete governance structure so as to improve the cooperative governance ability of the county government. At the same time, the central government should carry out administrative decentralization to local governments, especially county governments, so as to enhance the autonomy and vitality of county government governance and promote the transformation of county government governance structure and the modernization of governance system.
