内蒙古自治区城市民族工作研究

【摘要】：中国是统一的多民族国家,目前,我国的少数民族人口已经超过一亿。我国历来重视民族问题和城市民族工作,在社会改革与发展的实践中,不断把马克思主义民族理论与我国的具体实际相结合,探索出具有中国特色的城市民族工作道路。但是随着改革的不断深入,社会主义市场经济的不断发展,中国的城市民族关系也在逐渐发生改变,城市民族工作出现了新特点与新问题。要顺利推进城市民族工作的进一步开展,就要探索完善当前城市民族工作的合理路径。基于此,本文以内蒙古自治区为例,运用规范研究、实证研究方法,对内蒙古自治区城市民族工作的现状、存在的问题及原因进行分析,进而提出完善内蒙古自治区城市民族工作的路径选择。本文首先介绍了本文的选题缘由和研究价值,梳理了国内外学者对本课题的相关研究,阐述了文章的研究方法、创新点与不足等内容。在民族区域自治理论、政府职能理论、公平正义理论、政治稳定理论的支撑下,辨析了民族、民族工作、城市民族工作等核心概念。之后分析了当前内蒙古自治区城市民族工作开展的现状,论述了当前内蒙古自治区城市民族工作推进中存在的问题及原因,主要包括:保障城市少数民族权益、构建和谐民族关系、清真食品问题管理等,对原因的分析主要包括:城市民族工作思想观念、法治建设、社会化程度等。文章最后为内蒙古自治区城市民族工作的进一步开展提出了对策建议,主要包括:法律体系建设、工作方式转变、长效机制建设、多元主体参与、相互嵌入式社区建设等方面。
[Abstract]:China is a unified multi-ethnic country with a population of over 100 million ethnic minorities. In the practice of social reform and development, our country has always attached importance to national problems and urban ethnic work, and has continuously combined Marxist national theory with the concrete practice of our country to explore the road of urban national work with Chinese characteristics. However, with the deepening of the reform and the continuous development of the socialist market economy, the urban ethnic relations in China are gradually changing, and new characteristics and problems have emerged in the urban ethnic work. In order to promote the further development of the urban ethnic work, we must explore the reasonable way to perfect the current urban ethnic work. Based on this, taking Inner Mongolia Autonomous region as an example, using normative research and empirical research methods, this paper analyzes the present situation, existing problems and reasons of urban ethnic work in Inner Mongolia Autonomous region. And then put forward to improve the Inner Mongolia Autonomous region city national work path choice. This paper firstly introduces the reason and research value of this topic, combs the domestic and foreign scholars' related research on this topic, and expounds the research methods, innovation points and deficiencies of the article. Supported by the theory of regional national autonomy, the theory of government function, the theory of fairness and justice, and the theory of political stability, this paper distinguishes and analyzes the core concepts of nationality, national work and urban national work. Then it analyzes the current situation of urban ethnic work in Inner Mongolia Autonomous region, and discusses the problems and reasons in the promotion of urban ethnic work in Inner Mongolia Autonomous region, mainly including: to protect the rights and interests of urban minorities. In order to construct harmonious national relations and to manage halal food problems, the analysis of the causes mainly includes the ideology of urban national work, the construction of rule of law, the degree of socialization and so on. Finally, the paper puts forward some countermeasures and suggestions for the further development of urban ethnic work in Inner Mongolia Autonomous region, including the construction of legal system, the transformation of working methods, the construction of long-term mechanism, the participation of multiple subjects, and the construction of mutual embedded communities.
